이번 협약은 가족돌봄 아동·청소년의 신속한 발굴과 맞춤형 통합지원을 위한 민관 협력체계를 강화하는 것을 목표로 한다.

 가족돌봄 아동·청소년은 보호자가 갑작스러운 사고나 질병 등으로 돌봄을 제공할 수 없는 상황에서 돌봄 역할을 맡고 있는 아동과 청소년을 말한다. 그동안 이들은 저소득 가구 지원체계를 통해 지원받았지만, 근로 능력이 있는 가구가 포함될 경우 발굴이 어려운 문제가 지적됐다.

대구시는 2023년에 ‘가족돌봄 청소년·청년 지원에 관한 조례’를 제정하고, 지난해에는 311가구의 가족돌봄 아동·청소년을 발굴해 복지 정보 제공과 공적 지원, 민간 서비스 연계를 진행한 바 있다. 또한 최근 대두되고 있는 고립 은둔 청년 등 신(新) 복지사각지대 지원을 위한 맞춤형 사례 관리와 민간 후원금 연계 지원 등을 추진 중이다.

이번 협약에 따라 각 기관은 역할을 분담한다. 대구시는 복지사각지대 아동·청소년 발굴 및 공적 지원 연계, 체계적인 통합사례 관리 지원을 맡고, 교육청은 신속한 복지사각지대 아동·청소년 발굴 및 통합지원 연계를 담당한다. 초록우산어린이재단 대구본부는 후원금 지원과 사업 홍보를, 대구시 사회복지관협회는 통합사례관리 및 민간자원 연계를 추진한다.

또한, 대구시는 읍·면·동 행정복지센터와 각급 학교와 협력해 대구에 거주하는 만 24세 이하, 중위소득 100% 이하의 가족돌봄 아동·청소년 100여 명에게 초록우산어린이재단의 후원금(1억 원)을 활용해 연간 1인당 100만 원씩 지원할 계획이다. 사회복지관과 사례관리사는 이들에게 필요한 일상돌봄 서비스와 연계 지원을 제공한다.

김정기 대구광역시 행정부시장은 “이번 협약을 통해 민·관이 긴밀하게 협력하여 위기 아동·청소년들의 조기 발견과 지원을 강화하고, 건강한 사회 구성원으로 성장할 수 있도록 최선을 다하겠다”고 말했다.
