 ‘지역특화형 비자’는 인구감소 지역의 인력난을 해소하기 위해 외국인 인재를 유치하고 정착을 지원하는 제도로, 영덕군은 지난해부터 본 사업을 추진해왔다.

이번 사업은 외국인 참여를 촉진하고 사업을 활성화하기 위해, 올해부터 기존 비전문취업(E-9) 및 선원취업(E-10) 비자 외국인 외에도 숙련기능인력(E-7-4R) 유형을 새롭게 신설했다. 이를 통해 영덕군은 다양한 외국인들이 참여할 수 있는 기회를 제공할 예정이다.

올해 모집 대상은 △지역우수인재(유학생) △숙련기능인력(근로자) △외국국적동포(재외동포) 세 가지 유형으로 나뉜다.

‘지역우수인재’ 유형은 법무부가 정한 소득·학력·한국어 능력 요건을 충족한 유학(D-2) 및 구직(D-10) 비자 보유 외국인이 대상이다. 이들은 인구감소 지역에서 5년 동안 거주하고 취업할 경우 추천서를 발급받을 수 있으며, 올해부터는 취업 가능 업종에 대한 제한이 폐지되어 다양한 분야에서 근무할 수 있는 기회가 열렸다.

새롭게 신설된 ‘숙련기능인력’ 유형은 최근 10년간 E-9, E-10, H-2 비자로 2년 이상 체류한 등록 외국인으로, 연봉 2,600만 원 이상과 한국어능력 2급 이상의 요건을 갖추면 추천서 발급을 신청할 수 있다. 이 조건을 3년 동안 유지하면 지역우수인재 유형으로 전환할 수 있다.

영덕군은 사업 홍보와 구인·구직 매칭을 위해 찾아가는 설명회와 외국인 유학생을 위한 문화탐방 프로그램도 진행할 예정이다. 또한, 외국인 근로자와 그 가족의 안정적인 정착을 돕기 위해 영덕군가족센터를 통해 한국어 교육, 문화 체험 프로그램, 통·번역 서비스 등 다양한 정착 지원 프로그램을 제공할 계획이다.

사업 참여를 희망하는 외국인은 영덕군청 기획예산실 인구정책팀을 방문해 구비서류를 제출하면 되며, 자세한 사항은 영덕군 누리집의 공고문을 통해 확인할 수 있다.

김광열 영덕군수는 “지역특화형 비자 사업의 확대 시행 내용을 적극적으로 홍보하고, 우수 외국인들이 지역에 장기적으로 정착할 수 있도록 다각적인 지원 정책을 펼쳐 나가겠다”고 밝혔다.

Yeongdeok-gun announced that it will continuously recruit foreigners to participate in the ‘Regional Specialization Visa Project’ from this month until September next year.

The ‘Regional Specialization Visa’ is a system to attract foreign talent and support their settlement in order to resolve the labor shortage in regions with declining populations. Yeongdeok-gun has been promoting this project since last year.

In order to promote foreign participation and vitalize the project, this project has newly established the type of skilled labor (E-7-4R) in addition to the existing non-professional employment (E-9) and seafarer employment (E-10) visa foreigners starting this year. Through this, Yeongdeok-gun plans to provide opportunities for various foreigners to participate.

This year’s recruitment targets are divided into three types: △Regional Excellent Talent (International Students), △Skilled Labor (Workers), and △Foreign Nationals (Overseas Koreans).

The ‘Local Outstanding Talent’ category is for foreigners with student (D-2) and job-seeking (D-10) visas who meet the income, education, and Korean language proficiency requirements set by the Ministry of Justice. They can receive a letter of recommendation if they live and work in an area with a declining population for 5 years, and starting this year, restrictions on the industries in which they can work have been abolished, opening up opportunities to work in a variety of fields.

The newly established ‘Skilled Worker’ category is for registered foreigners who have stayed for more than 2 years on an E-9, E-10, or H-2 visa in the past 10 years, and can apply for a letter of recommendation if they have an annual salary of 26 million won or more and a Korean language proficiency level 2 or higher. If they maintain these conditions for 3 years, they can change to the Local Outstanding Talent category.

Yeongdeok-gun plans to hold on-site briefing sessions for business promotion and job-seeking matching, as well as a cultural tour program for foreign students. In addition, to help foreign workers and their families settle down stably, we plan to provide various settlement support programs such as Korean language education, cultural experience programs, and interpretation and translation services through the Yeongdeok County Family Center.
