이번 계획에는 370억 6,800만 원의 예산이 투입되며, ▲일자리 ▲교육 ▲복지·문화 ▲주거 ▲참여·권리 등 5대 분야에서 73개의 다양한 사업이 추진된다. 포항시는 특히 청년들이 안정적인 독립을 이룰 수 있도록 ‘일자리-교육-자산-주거’로 이어지는 희망사다리 구축을 목표로 하고 있다. 이를 통해 청년과 지역이 함께 성장하는 청년 친화 도시로 자리매김할 기반을 마련한다는 계획이다.

포항시는 지역 교육 경쟁력을 강화하기 위해 글로컬대학 30과 ‘지역혁신 중심 대학지원체계(RISE)’에 발맞춰 교육 분야의 혁신을 추진한다. 또한 ‘POBATT(Pohang Battery) 프로젝트’ 등 지역 산업 구조 변화에 맞춘 인력 양성 프로그램을 통해 청년들의 취·창업 지원을 강화하고, 지역 산업과 청년들의 일자리 경쟁력을 높여 나갈 예정이다.

자산 형성 지원을 위해서는 ▲청년근로자 사랑채움 ▲포항형 내일 채움 공제 지원 ▲청년내일저축계좌(저소득 청년) 등을 통해 청년들의 독립적인 삶을 돕고, ▲청년 월세 지원 ▲전세보증금 반환 보증 보증료 지원 ▲중소기업 근로자 기숙사 임차비 지원 ▲신혼부부 임차보증금 이자 지원 등을 통해 다양한 주거 형태에 맞춘 맞춤형 지원을 강화할 방침이다. 또한, 빈 건축물 및 빈집 혁신 대책을 추진하며, 청년 주거 공간 확대를 위한 공모사업에도 적극 대응한다.

청년들의 정책 참여를 확대하기 위해 청년 정책학교와 정책 제안대회 운영을 활성화하고, 지난해 '청년대로(大路) 포항 프로젝트'로 배출한 청년 정책활동가들의 지원을 강화한다. 포항시는 청년들이 체감할 수 있는 실질적인 정책을 추진하며, 청년의 성장을 종합적으로 돕는 ‘전 분야 지원 종합 거점센터’로 포항청춘센터&청년창업플랫폼을 정착시킬 계획이다.

이강덕 포항시장은 “청년의 니즈를 반영한 맞춤형 정책을 추진하고 청년들의 실질적 성장과 정착을 위해 전방위적인 지원을 아끼지 않겠다”며 “청년 정책이 점점 고도화되고 확대되고 있는 만큼 유관 부서 및 지역 대학들과의 협업을 통해 청년 친화 도시로 도약하겠다”고 밝혔다.

한편, 포항시는 2023년 청년 정책 전담 부서인 일자리청년과를 신설하고, 청년 정책 발굴과 일자리 연계를 통해 자립 기틀을 마련하는 사업들을 추진해왔다. 매년 청년 포럼과 청년 주간 행사 등을 개최하며 청년들이 꿈을 실현할 수 있는 도시환경을 조성하는 데 힘쓰고 있다.
