이 행사에는 포항시와 지역 국회의원인 이상휘(포항시남구울릉군)와 김정재(포항시북구) 의원이 공동으로 주최하였으며, 권영세 국민의힘 비상대책위원장, 권성동 국민의힘 원내대표, 이철규 국회 산업통상자원위원장 등 주요 정치인들이 참석해 특별법 제정에 대한 지지를 표명했다.

이번 토론회에는 이차전지 산업 관련 기업 및 연구기관, 산업통상자원부 관계자 등 100여 명이 참여하여 특별법 제정의 필요성에 대해 논의했다. 주요 발표로는 이정두 한국산업기술평가관리원 이차전지 PD가 글로벌 이차전지 산업 동향과 국내 대응 방안을 소개했으며, 박재범 포스코경영연구원 수석이 배터리 소재 기업 현황과 정책 지원 필요성에 대해 설명했다.

이어서 열린 토론에서는 김광주 SNE리서치 대표가 좌장을 맡아, 박준모 법무법인 율촌 변호사, 박재정 산업부 배터리전기전자과장, 박규영 포스텍 배터리공학과 교수, 장인원 에코프로지주사 글로벌자원실장, 한미향 포스코퓨처엠 커뮤니케이션실장 등이 특별법 제정의 필요성과 이차전지 산업 경쟁력 강화를 위한 다양한 지원 방안을 논의했다.

참석자들은 이차전지가 국가 핵심 전략 산업으로서 글로벌 에너지 패권을 선점하기 위한 정부의 파격적인 지원이 절실하다는 데 의견을 모았다. 특히, 국내 기업들이 환경시설 투자와 전기료 상승 등의 문제로 어려움을 겪고 있는 상황에서, 한국판 인플레이션 감축법(IRA)과 같은 체계적인 산업 지원이 필요하다는 목소리가 나왔다.

이차전지 산업은 대규모 설비와 연구개발 투자가 필수적인 산업으로, 단기간 내 수익 창출이 어려운 특성을 가지고 있어 정부와 국회의 정책적 지원과 제도 정비가 필요하다는 지적도 있었다.

포항시는 이번 토론회에서 나온 의견을 바탕으로 특별법 제정을 적극 추진할 계획이며, 이를 통해 이차전지 산업을 체계적으로 육성하고 지원할 수 있는 법적·제도적 기반을 마련할 예정이다. 이강덕 포항시장은 “이번 토론회가 이차전지 산업의 전방위적 지원을 위한 특별법 제정의 출발점이 되기를 기대한다”며, “특별법을 바탕으로 전력비용, 환경처리시설 지원, 생산보조금 등 현장이 필요로 하는 정책이 빠르게 만들어질 수 있도록 국회와 정부가 적극 나서주기를 바란다”고 말했다.

In the discussion that followed, SNE Research CEO Kim Gwang-ju served as the moderator, and attorney Park Jun-mo of Yulchon Law Firm, Park Jae-jeong, head of the Battery Electrical and Electronic Division of the Ministry of Trade, Industry and Energy, Park Gyu-young, professor of battery engineering at POSTECH, Jang In-won, head of the Global Resources Division of EcoPro Holdings, and Han Mi-hyang, head of the Communications Division of POSCO FutureM discussed the necessity of enacting a special law and various support measures to strengthen the competitiveness of the secondary battery industry.

The participants agreed that secondary batteries are a key national strategic industry and that the government’s unprecedented support is essential to preempt global energy hegemony. In particular, as domestic companies are struggling with issues such as investment in environmental facilities and rising electricity rates, there were voices calling for systematic industry support such as the Korean version of the Inflation Reduction Act (IRA).

The secondary battery industry is an industry that requires large-scale facilities and R&D investment, and it is difficult to generate profits in a short period of time, so there were also opinions that policy support and institutional improvement from the government and the National Assembly are necessary.

Pohang City plans to actively promote the enactment of a special law based on the opinions from this discussion, and through this, it plans to establish a legal and institutional foundation for systematically fostering and supporting the secondary battery industry. Pohang Mayor Lee Kang-deok said, “I hope this discussion will be the starting point for the enactment of a special law for comprehensive support of the secondary battery industry,” and “I hope that the National Assembly and the government will actively step forward so that policies that the field needs, such as power cost support, environmental treatment facility support, and production subsidies, can be quickly created based on the special law.”
