이번 개장식은 '가장 아름답고 찬란한 순간'을 주제로, 노란 유채꽃이 만개한 장관 속에서 다양한 볼거리를 제공할 예정이다. 행사의 첫날에는 취타대를 선두로 만장기 퍼레이드가 펼쳐지고, 이어서 봄날 새 희망을 담은 메시지 풍선 날리기 퍼포먼스와 유채꽃 음악제, 유채꽃 사진 콘테스트 등 다채로운 문화 행사가 진행된다.
