최근 산림청 감사 결과, 영덕군 숲가꾸기 사업은 재선충병 매개충 산란기에 공사를 강행하거나 활엽수를 무분별하게 벌채하는 등 사업 부실이 확인됐다. 여기에 사업비 횡령, 인건비 부풀리기, 수의계약 남발 등 각종 비리까지 적발됐다.

특히 산림조합 임원 관련 업체가 사업을 수주하거나 특정 업체에 벌채한 나무 처리 업무를 몰아주고 처리물을 무상 제공한 사례도 있었다. 이미 비위로 행정처분을 받은 업체가 지역 산림사업을 따낸 정황도 드러났다.

공무원들과의 유착 역시 빠지지 않았다. 대구KBS 보도에 따르면 영덕군산림조합은 산림청과 영덕군 공무원들에게 명절마다 고가의 선물을 제공했고, 심지어 산불피해 복원사업비와 재선충 방제비까지 접대비로 쓴 정황이 포착됐다. 

접대 대상에는 산림청 직원, 영덕군수, 경찰은 물론 지역 법조계 인사까지 포함돼 있었다. 행안부 지시로 진행된 감사에서 영덕군 직원 7명이 접대를 인정하기도 했다.

더욱 충격적인 것은 경찰 수사를 받는 전 영덕군산림조합장이 오히려 영덕문화관광재단 인사추천위원장으로 추천된 사실이다. 조합 직원들이 사업비 일부를 빼돌려 ‘포상 휴가’ 명목으로 해외여행을 다녀오거나, 이른바 ‘깡’ 수법으로 조성한 돈을 유흥비와 접대비로 사용한 사실도 확인됐다.

대구경실련은 30일 낸 성명을 통해 “이번 비리의 본질은 영덕군산림조합 내부 문제를 넘어, 이를 견제해야 할 산림청과 지자체의 통제 장치가 전혀 작동하지 않은 구조적 부패”라며 “이는 단순히 방치된 것이 아니라 사실상 방조, 묵인된 것”이라고 비판했다.

또한 “정부 산림사업은 이미 산림카르텔의 먹잇감이 되었고, 산림재난의 배후에도 이들이 있다”면서 “경찰이 수사에 나선다 해도 접대 대상에 경찰이 포함돼 있어 꼬리 자르기식에 그칠 가능성이 크다”고 우려했다.

대구경실련은 “이번 수사가 산림카르텔을 근절하는 계기가 되어야 한다”며 “영덕군산림조합 임직원은 물론 산림청 등 발주·감독 기관, 그리고 유착된 모든 인사들에 대해 철저히 수사하고 엄중히 처벌해야 한다”고 촉구했다.

이어 “산림조합의 산림사업 참여 배제 등 근본적인 구조 해체 없이는 같은 일이 반복될 수밖에 없다”고 강조했다.

The recipients included officials from the Korea Forest Service, the Yeongdeok County mayor, police officers, and even local legal professionals. An audit conducted at the direction of the Ministry of the Interior and Safety revealed that seven Yeongdeok County employees admitted to receiving entertainment.

Even more shocking is the fact that the former head of the Yeongdeok County Forestry Cooperative, who is currently under police investigation, was actually recommended as the head of the personnel recommendation committee for the Yeongdeok Culture and Tourism Foundation. It was also confirmed that union employees embezzled portions of project funds to travel abroad under the guise of "reward vacations" or used the funds raised through so-called "scam" tactics to pay for entertainment and entertainment.
