이번 계획은 지방정부 차원에서 대학·기업·글로벌 기관과 협력해 AI 인재 생태계를 조성하고 포항을 대한민국 대표 AI 혁신 거점도시로 육성하기 위한 전략적 행보다.

시는 현재 추진 중이거나 계획 중인 11개 인재양성 사업을 유기적으로 연계해, 학위과정부터 산업현장 실무까지 아우르는 ‘전 생애형 AI 교육체계’를 구축할 방침이다. 이를 통해 2030년까지 총 10만 명의 전문·실무형 AI 인재를 길러내고, 지역 산업 전반의 AI 활용 역량을 한층 강화한다는 목표다.

특히 포스텍과 한동대를 중심으로 한 고급 연구인력 양성, 포항테크노파크·RIST 중심의 산업 실무형 인재 교육, 시민 참여형 SW미래채움 프로그램을 연계해 지역 특화형 인재 순환 구조를 구축할 계획이다.

이를 통해 지역 인재의 수도권 유출을 최소화하고, 산업의 디지털 전환(DX)과 AI 기반 산업혁신(AX)을 가속화하여 신산업 창출을 촉진한다.

시는 인재 양성뿐 아니라, 이들이 지역에 안정적으로 정착하고 역량을 발휘할 수 있는 정주 여건 조성에도 힘을 쏟고 있다.

특히 철강, 2차전지, 바이오, 로봇 등 포항의 주력 산업에 AI 기술을 융합해 산업 간 경계를 허무는 AI 융합 클러스터를 조성하고, 연구개발과 산업 현장이 긴밀히 연결되는 혁신 생태계를 구축할 방침이다.
