이강덕 포항시장은 24일 시청 재난안전상황실에서 열린 ‘겨울철 재난 및 안전사고 대비 시민안전대책회의’를 주재하며 “동해안 산불 위험에 대한 경각심을 갖고 과할 정도의 치밀한 대비로 시민 안전을 확보하라”고 강조했다.

이번 회의에는 국장급 간부와 관련 부서장이 참석해 건조한 날씨와 강풍으로 고조된 화재 위험에 대응하기 위한 분야별 예방대책과 현장 대응 상황을 전반적으로 점검했다.

시는 최근 전국적으로 피해가 잇따르고 있는 산불과 다중이용시설 화재를 중점 관리 대상으로 삼고, 기업체와 공사장 등에서 동절기 안전사고가 발생하지 않도록 현장 점검을 강화하기로 했다. 아울러 독거노인·장애인 등 취약계층 보호를 위한 한파 대책을 추진해 한파 쉼터 운영과 난방 취약가구 방문점검을 확대한다.

최근 독감 환자 증가 추세에 대응해 감염병 확산 방지를 위한 예방접종 독려, 보건소와 의료기관 협력체계 강화, 감염취약시설 점검 역시 함께 추진된다.

또한 한파로 인한 상수도 동파 예방을 위해 시설 점검을 강화하고, 강설 시 교통 혼잡 방지를 위해 제설제 사전 살포와 제설 장비 현장 배치 등 선제적 대응에 나선다. 겨울철 증가하는 해상 안전사고에도 대비해 선박 안전점검, 어항 시설 위험요인 점검, 해경과의 협력 대응 체계를 강화할 계획이다.

특히 전통시장·요양병원·공사장 등 인명 피해 우려가 큰 취약시설에 대한 점검을 집중하고 시설별 맞춤형 안전대책을 추진한다는 방침이다.

이강덕 시장은 “산불·화재·대설·한파·감염병 등 인명 피해 우려가 큰 겨울철 재난에 철저히 대비해야 한다”며 “각 부서와 유관기관이 협력 대응을 강화해 시민 피해와 불편을 최소화해 달라”고 당부했다. 이어 “시민들께서도 소각행위를 자제하고 겨울철 재난예방에 적극 동참해 달라”고 덧붙였다.

한편 시는 겨울철 동안 24시간 상황관리 체계를 유지하며 위험 징후 발생 시 즉각 대응할 수 있는 합동 대응 체계를 가동해 시민 안전 확보에 총력을 기울일 계획이다.
