정책의 핵심은 초등학교 1·2학년 학생들에게 매일 2시간씩 무상 돌봄 서비스를 제공하는 것으로, 학년별 맞춤형 방과 후 프로그램과 틈새 돌봄을 강화해 방과 후 돌봄 사각지대 해소에 나선다는 방침이다.

교육청은 올해부터 초등학생의 안전한 방과 후 생활과 학습 성장을 동시에 지원하는 ‘2026 경북형 초등돌봄·교육’을 단계적으로 운영한다고 4일 밝혔다. 이번 정책은 학교 안 돌봄을 중심축으로 삼고, 지역사회 자원을 연계해 지속 가능한 돌봄 체계 구축에 힘을 쏟는다.

먼저 초등 1·2학년을 대상으로는 하루 2시간 맞춤형 돌봄·교육 프로그램을 무상 제공한다. 아침과 오후는 물론 저녁 등 틈새 시간까지 돌봄 서비스를 운영해 학부모의 부담을 줄이고, 저학년 학생들이 보다 안정적으로 학교생활에 적응할 수 있도록 지원한다.

초등 3학년생에게는 희망 학생 전원에게 방과 후 활동 1강좌를 무상 제공한다. 또 3~6학년 학생들을 위해서는 정규 수업과 방과 후 프로그램 사이 생기는 공백 시간에 ‘틈새 돌봄’을 운영, 안전 사각지대를 최소화할 계획이다.

지역 연계도 더욱 강화된다. 지자체와 민간기관이 참여하는 ‘마을 돌봄’과 ‘학교 돌봄’의 연계 모델을 확대하고, 9년째 이어진 지역 특화 공모사업 ‘굿센스’를 통해 학교와 지역아동센터 간 협력체계도 계속 이어가기로 했다. 학교 안팎을 아우르는 돌봄과 교육이 자연스럽게 연결되는 구조를 만들겠다는 복안이다.

프로그램 운영 기반으로는 온라인 플랫폼 ‘늘봄허브’가 활용된다. 경북 RISE 사업과 연계한 80여 종의 프로그램이 제공되며, 늘봄도서관 공모사업과 대학 연계 돌봄·교육 프로그램 공모로 방학 기간 동안의 돌봄 공백도 보완할 방침이다.

교육청 측은 이번 정책으로 틈새 돌봄과 방학 돌봄이 한층 강화돼 보호 공백이 줄고, 다양한 방과 후 활동을 통해 학생들의 배움 기회 또한 넓어질 것으로 기대하고 있다. 무상 지원 확대에 따른 학부모의 교육비 부담 완화 효과도 클 것으로 보고 있다.

임종식 경북교육감은 “초등 돌봄은 단순한 보호를 넘어 아이들의 성장과 배움을 함께 지원하는 중요한 교육 정책”이라며 “맞춤형 프로그램 확대와 지역사회 연계 강화를 통해 학부모가 안심하고 아이를 맡길 수 있는 경북만의 초등돌봄·교육 모델을 지속적으로 발전시켜 나가겠다”고 밝혔다.
