【브레이크뉴스 포항】박영재 기자=포항시는 19일 광명일반산업단지에 조성 중인 글로벌 AI 데이터센터 현장을 방문해 간부공무원들과 함께 사업 추진 상황을 점검하고 향후 추진 계획을 공유했다.

이번 현장 점검은 글로벌 AI 데이터센터 구축이 본격화되는 시점에서 정부의 AI 국정과제와 산업 패러다임 변화에 대한 인식을 공유하고, 인공지능을 산업과 도시 행정 전반으로 확산하기 위한 추진 방향을 논의하기 위해 마련됐다.

포항시가 역점 추진 중인 글로벌 AI 데이터센터는 네오AI클라우드 등이 광명일반산업단지 내 약 10만㎡ 부지에 총사업비 약 2조 원을 투입해 초기 40MW급으로 조성되며, 향후 200MW 이상 규모로 단계적 확장이 계획돼 있다.

해당 사업은 2025년 6월 업무협약 체결 이후 전력계통 영향평가와 설계 절차를 거쳐 현재 인허가 협의가 순조롭게 진행 중이다. 시는 2026년 3월 착공, 2027년 상반기 운영 개시를 목표로 사업을 추진하고 있다.

포항시는 사업의 신속한 추진을 위해 지난해 10월 부시장을 단장으로 하는 ‘인허가 패스트트랙 TF팀’을 구성해 인허가 전 과정을 원스톱으로 관리·지원하고 있다. 도시계획, 건축, 전력, 환경, 교통 등 관계 부서가 참여해 관계기관 협의부터 행정 절차 이행까지 전담하고 있다.

글로벌 AI 데이터센터는 대규모 연산 및 데이터 처리 역량을 기반으로 제조 혁신과 산업 고도화를 지원하는 핵심 인프라로, 연관 기업 집적과 양질의 일자리 창출을 통해 지역 산업 경쟁력 강화에 기여할 것으로 기대된다.

이날 현장에서는 글로벌 AI 데이터센터를 중심으로 한 포항시의 AI 추진 전략도 함께 공유됐다. 포항시는 포항블루밸리 국가산업단지를 AI 특화 산업단지로 육성하고, 스타트업 성장, 연구개발, 교육·인재양성, 기업지원 기능이 집적된 혁신 생태계를 조성할 계획이다.

특히 블루밸리를 단일 산업단지에 국한하지 않고, 포항 전역의 산업·연구 데이터 자원과 연계되는 AI 네트워크의 중심축으로 발전시키는 것이 핵심 전략이다. 이를 위해 글로벌 AI 데이터센터를 기반으로 영일만산단, 철강산단, 경제자유구역, 지곡연구단지와의 연계를 강화해 데이터와 연구 역량이 유기적으로 연결되는 협력 구조를 구축할 방침이다.

아울러 포항–구미–경산을 잇는 ‘AI 삼각벨트’를 조성해 경북 전역을 AI 혁신 선도 권역으로 육성한다는 구상도 제시됐다. 구미의 삼성SDS AI 데이터센터와 경산 지역 대학 캠퍼스를 유기적으로 연계해 경북형 AI 혁신 모델을 구축하고, 이를 전국으로 확산해 나간다는 계획이다.

이와 함께 포항시는 APEC AI 센터 유치를 통해 세계적 수준의 기초과학 인프라와 연구 인재, 산업·연구 데이터를 결합한 글로벌 협력 플랫폼을 구축하고, 아태지역 AI 공동연구·실증·정책협력의 중심 도시로 도약한다는 목표다.

이강덕 포항시장은 “글로벌 AI 데이터센터는 지역 제조 혁신과 산업 고도화를 견인하는 핵심 기반”이라며 “AI 산단 조성과 AI 삼각벨트 구축을 통해 경북형 AI 혁신 모델을 전국으로 확산시켜 나가겠다”고 말했다.

Pohang City Inspects Global AI Data Center in Gwangmyeong Industrial Complex…Accelerating AI Innovation City Strategy

On the 19th, Pohang City visited the Global AI Data Center under construction in the Gwangmyeong General Industrial Complex. They reviewed the project's progress and shared future plans with senior officials.

This on-site inspection was organized to share the government's AI national agenda and awareness of the shifting industrial paradigm as the construction of the Global AI Data Center begins in earnest, and to discuss the direction for expanding AI across industry and city administration.

Pohang City's key initiative, the Global AI Data Center, will be built on approximately 100,000 square meters of land in the Gwangmyeong General Industrial Complex with a total project cost of approximately KRW 2 trillion. The initial capacity will be 40MW, with a planned gradual expansion to over 200MW.

Following the signing of a business agreement in June 2025, the project has completed power system impact assessments and design procedures, and is currently undergoing licensing negotiations. The city is pursuing the project with a goal of commencing construction in March 2026 and opening operations in the first half of 2027.

To expedite the project, Pohang City established a "Permit Fast Track Task Force" led by the Deputy Mayor in October of last year to provide one-stop management and support for the entire permitting and licensing process. Relevant departments, including urban planning, architecture, power, environment, and transportation, are participating, overseeing everything from consultations with relevant agencies to the implementation of administrative procedures.

The Global AI Data Center is a key infrastructure that supports manufacturing innovation and industrial advancement based on large-scale computing and data processing capabilities. It is expected to contribute to strengthening regional industrial competitiveness by attracting related companies and creating quality jobs.

The event also shared Pohang City's AI strategy, centered around the Global AI Data Center. Pohang City plans to foster the Pohang Blue Valley National Industrial Complex as an AI-specialized industrial complex and create an innovation ecosystem that integrates startup growth, R&D, education and talent development, and corporate support functions.

A key strategy is to develop Blue Valley beyond a single industrial complex and into a central hub for an AI network that connects with industrial and research data resources across Pohang. To achieve this, the plan is to strengthen connections with the Yeongilman Bay Industrial Complex, the steel industry complex, the Free Economic Zone, and the Jigok Research Complex, building on the foundation of a global AI data center. This will establish a collaborative structure that organically links data and research capabilities.

Furthermore, a plan has been proposed to foster the entire Gyeongbuk region as a leading AI innovation region by establishing an "AI Triangle Belt" connecting Pohang, Gumi, and Gyeongsan. The plan is to organically link the Samsung SDS AI Data Center in Gumi with university campuses in the Gyeongsan area to establish a Gyeongbuk-specific AI innovation model and expand it nationwide.

Furthermore, Pohang aims to establish a global collaboration platform that combines world-class basic science infrastructure, research talent, and industrial and research data by hosting the APEC AI Center. This will also enable the city to become a hub for AI joint research, validation, and policy cooperation in the Asia-Pacific region.

Pohang Mayor Lee Kang-deok said, “The global AI data center is a key foundation for driving regional manufacturing innovation and industrial advancement,” and added, “We will expand the Gyeongbuk-type AI innovation model nationwide by establishing an AI industrial complex and an AI triangle belt.”
