경주 SMR 유치지원 TF팀은 지난 1월 26일 김성환 기후에너지환경부 장관이 제11차 전력수급기본계획에 반영된 신규 원전 건설을 계획대로 추진하겠다고 공식화함에 따라 구성됐다. TF팀은 경주에 소형모듈원전 초도호기 유치를 위한 실무 협의기구로, 경상북도 양금희 경제부지사를 단장으로 행정·입지·지역 등 3개 분과, 총 15명으로 운영된다.

이날 킥오프 회의에는 경북연구원, 포항테크노파크, 포스코홀딩스, 포스코E&C 등 지역 유관기관 관계자들이 참석해 소형모듈원전 경주 유치를 위한 기관별 준비 상황을 공유하고, 분과별 대응 과제와 향후 추진 전략을 심도 있게 논의했다.

경주시 소형모듈원전 유치 예정 부지는 50년간 안전사고 없이 안정적으로 운영돼 온 월성원전과 인접한 지역으로, 지진·지질 등 부지 적합성이 이미 검증된 곳이다. 특히 월성 1호기 영구정지에 따른 기존 변전설비를 활용할 수 있어 즉각적인 전력 공급이 가능하다는 점이 강점으로 꼽힌다.

또한 인근에는 경주 SMR 국가산업단지와 SMR 제작지원센터 등 산업 집적 기반이 조성되고 있으며, 차세대 원자로 개발과 실증을 위한 국책연구기관인 문무대왕과학연구소 설립 사업도 국가 주도로 추진 중이다. 이에 따라 연구·산업·실증을 아우르는 지원 기반이 이미 상당 부분 갖춰졌다는 평가다. 더불어 세계적으로 주목받는 소형모듈원전 유치에 따른 지역 발전 기대감이 높아 주민 수용성 역시 타 지역보다 높다는 분석이 나온다.

포항 지역 철강기업들 역시 소형모듈원전 경주 유치에 큰 기대를 걸고 있다. 최근 중국산 저가 철강재의 과잉 공급과 산업용 전기요금 인상으로 경쟁력이 약화되는 가운데, 탄소중립 실현을 위한 수소환원제철 전환에는 대규모 무탄소 전력과 청정수소 확보가 필수적이어서 원전 활용이 사실상 유일한 대안으로 떠오르고 있기 때문이다.

경북도와 경주시는 앞으로 산·학·연 정책자문회의, 주민설명회, 시의회 간담회 등을 통해 소형모듈원전 경주 유치의 당위성을 적극 설명하고, 국내 최초 소형모듈원전 초도호기가 경주에 들어설 수 있도록 전방위적인 노력을 이어갈 계획이다.

양금희 경상북도 경제부지사는 “경북도는 지난 10년간 경주 지역에 소형모듈원전 연구·산업 기반 마련을 위해 전력을 다해왔고, 이미 12개 앵커기업과 투자협약을 체결하는 등 산업생태계 조성도 착실히 준비하고 있다”며 “소형모듈원전 생태계 조성의 마지막 퍼즐이 될 국내 초도호기 부지 유치를 위해 모든 행정력을 집중해 빈틈없이 대응하겠다”고 밝혔다.

The TF Team, a working-level consultative body for attracting the first SMR unit to Gyeongju, is headed by Gyeongsangbuk-do Vice Governor for Economic Affairs Yang Geum-hee and consists of 15 members divided into three subcommittees: Administration, Site Planning, and Regional Planning.

The kickoff meeting was attended by representatives from relevant local organizations, including the Gyeongbuk Research Institute, Pohang Technopark, POSCO Holdings, and POSCO E&C. They shared their respective organizations' preparations for hosting the small modular nuclear power plant (SMRP) in Gyeongju and discussed in-depth the respective departments' response tasks and future strategies.

The proposed site for the SMRP in Gyeongju is adjacent to the Wolsong Nuclear Power Plant, which has operated safely for 50 years without any safety incidents. A key advantage is the ability to utilize existing substation facilities following the permanent shutdown of Wolsong Unit 1, enabling immediate power supply.

The government is also leading the establishment of the King Munmu Science Research Institute, a national research institute for the development and demonstration of next-generation nuclear reactors. Consequently, the support infrastructure encompassing research, industry, and demonstration is already largely established. Furthermore, expectations for regional development are high due to the hosting of the globally recognized small modular nuclear power plant, leading to greater acceptance by local residents, according to analysis.

Pohang steel companies are also pinning high hopes on the Gyeongju project. Amidst weakening competitiveness due to the recent oversupply of low-cost Chinese steel and rising industrial electricity rates, securing large-scale carbon-free power and clean hydrogen is essential for transitioning to hydrogen reduction ironmaking to achieve carbon neutrality. Consequently, nuclear power is emerging as the only viable alternative.

Gyeongbuk Province and Gyeongju City will actively explain the necessity of hosting the small modular nuclear power plant in Gyeongju through industry-academia-research policy advisory meetings, resident briefings, and city council meetings. They will continue their comprehensive efforts to ensure the construction of Korea's first small modular nuclear power plant in Gyeongju.

Yang Geum-hee, Vice Governor for Economic Affairs of Gyeongsangbuk-do Province, said, “Gyeongsangbuk-do Province has been working hard to establish a research and industrial base for small modular nuclear power plants in the Gyeongju region for the past 10 years, and is also steadily preparing to create an industrial ecosystem, such as by signing investment agreements with 12 anchor companies.” He added, “We will focus all administrative power on securing a domestic site for the first reactor, which will be the final piece of the puzzle in creating a small modular nuclear power plant ecosystem, and respond without fail.”
