버팀이음 프로젝트는 지난해 고용위기 선제대응지역으로 지정된 포항시를 비롯해 전남 여수시, 충남 서산시, 광주 광산구 등 4개 지역을 대상으로 맞춤형 일자리 사업을 지원하는 프로그램이다. 포항은 2025년 11월 고용위기 선제대응지역으로 지정된 이후 철강산업 중심의 고용 불안이 지속되고 있다.

이에 따라 경북도는 철강 및 관련 소재 산업 종사자를 대상으로 생활안정, 일자리 전환, 재취업을 아우르는 종합 지원 대책을 마련했다. 사업 대상은 포항 지역과 도내 철강업 및 관련 기업의 재직·퇴직 근로자다.

주요 지원 내용은 다음과 같다.

먼저 ‘임금체불 근로자 생계비 지원’ 사업을 통해 임금체불이 발생한 근로자에게 150만 원씩 2회, 총 300만 원의 생계비를 지급한다. 생계 부담이 큰 근로자의 생활 안정을 돕는 데 초점을 맞췄다.

‘퇴직자 재도약 사업’은 구조조정 등으로 퇴직한 근로자의 신속한 재취업과 심리적 회복을 지원한다. 면접 준비와 자격증 취득 비용을 지원하고, 퇴직자와 가족을 대상으로 심리상담·치료 프로그램도 제공한다. 철강 및 연관 기업 경력을 가진 근로자가 이·전직에 성공할 경우 월 40만 원씩 6개월간 최대 240만 원의 취업성공수당도 지급한다.

‘재직근로자 안심패키지 사업’은 포항시 및 도내 철강·관련 소재 기업 종사자에게 1인당 50만 원을 지원해 산업 침체 상황에서도 안정적인 생활을 유지하도록 돕는다.

이번 사업은 지원금을 근로자에게 직접 지급하는 방식으로 추진돼 정책 체감도를 높이는 데 중점을 두고 있다. 경북도는 고용 충격이 곧바로 생계 불안으로 이어지지 않도록 현장 중심의 실질적 지원을 강화할 방침이다.

도는 향후 대구지방고용노동청과 약정을 체결하고 사업을 본격 추진한다. 세부 내용은 3월 말경 도 홈페이지와 수행기관을 통해 안내할 예정이다.

양금희 경제부지사는 “철강산업은 경북 경제의 핵심 축”이라며 “이번 사업은 산업 경쟁력을 유지하기 위한 안전장치로, 근로자와 산업을 함께 지키는 데 의미가 있다”고 강조했다. 이어 “주력산업 위기에 선제적으로 대응해 지역 고용안정과 산업 기반 유지를 위해 최선을 다하겠다”고 밝혔다.

Workers with experience in steel and related industries who successfully change jobs will also receive a monthly employment success allowance of 400,000 won for six months, up to a maximum of 2.4 million won.

The "Safety Package for Employed Workers" provides 500,000 won per person to employees of steel and related materials companies in Pohang City and the province, helping them maintain a stable livelihood even during an industrial downturn.

This project focuses on increasing policy impact by distributing the subsidies directly to workers. Gyeongsangbuk-do Province plans to strengthen practical, on-site support to ensure that employment shocks do not immediately lead to livelihood instability.
