【브레이크뉴스 포항】박영재 기자=선린대학교(총장 곽진환)와 포항시 북구보건소 트라우마센터는 26일 오전 11시 대학 인산관 1층 대회의실에서 ‘RISE 시대, 환동해 지역특화형 재난·안전 전문인재 양성’을 위한 관·학 협력 업무협약(MOU)을 체결했다.

이날 협약식에는 곽진환 총장과 함인석 북구보건소장을 비롯해 양 기관 관계자 16명이 참석했다.

이번 협약은 경상북도의 지역혁신중심 대학지원체계(RISE) 사업 중 ‘K-IVY 특성화대학’ 전략에 따른 ‘K-Safety 통합 플랫폼’ 구축을 목적으로 추진됐다. 양 기관은 환동해 지역의 지리·산업적 특수성을 반영한 재난 대응 역량을 강화하고, 지역 정주형 재난·안전 전문 인재를 체계적으로 양성하는 데 협력하기로 했다.

곽진환 총장은 “이번 협약을 통해 지역사회 재난·안을 책임질 전문 인재 양성의 기반이 마련됐다”며 “트라우마센터와의 협력을 통해 대학의 교육 역량과 현장 전문성을 결합해 보다 안전한 지역사회를 만드는 데 힘쓰겠다”고 밝혔다.

함인석 북구보건소장은 “RISE 사업을 계기로 대학과 지자체가 상생하는 모델을 구축하게 돼 뜻깊다”며 “재난 트라우마 극복 등 지역 정주 인재의 전문 역량 강화를 위해 적극 지원하겠다”고 말했다.

양 기관은 앞으로 정기적인 교류를 통해 실질적인 협력 과제를 발굴·이행할 계획이다. 특히 재난 발생 이후 심리 회복과 트라우마 대응 역량을 강화하고, 지역 기반의 통합 대응 체계를 구축함으로써 사회적 가치 실현에 기여할 것으로 기대된다.

한편 선린대학교는 RISE 사업에 선정돼 2025년부터 2029년까지 5년간 약 95억 원의 사업비를 지원받을 예정이다.

Sunlin University (President Kwak Jin-hwan) and the Pohang Buk-gu Public Health Center Trauma Center signed a Memorandum of Understanding (MOU) on public-academic cooperation for "Fostering Disaster and Safety Specialists Specialized in the East Sea Rim in the RISE Era" at 11:00 AM on the 26th in the conference room on the first floor of the university's Insan Hall.

Sixteen officials from both institutions attended the signing ceremony, including President Kwak Jin-hwan and Buk-gu Public Health Center Director Ham In-seok.

This agreement aims to establish a "K-Safety Integrated Platform" in line with the "K-IVY Specialized University" strategy of the Gyeongsangbuk-do Province's Regional Innovation-Oriented University Support System (RISE) project. The two institutions agreed to cooperate to strengthen disaster response capabilities that reflect the geographic and industrial characteristics of the East Sea Rim region and to systematically cultivate disaster and safety specialists who can settle in the region.

President Kwak Jin-hwan stated, "This agreement establishes the foundation for training specialized talent to take responsibility for disaster and safety issues in the local community." He added, "Through collaboration with the Trauma Center, we will strive to create a safer community by combining the university's educational capabilities with on-site expertise."

Buk-gu Public Health Center Director Ham In-seok stated, "It is meaningful that the RISE project has established a model for a symbiotic relationship between universities and local governments. We will actively support strengthening the specialized capabilities of local talent, including overcoming disaster trauma."

The two institutions plan to identify and implement practical collaborative projects through regular exchanges. Specifically, they expect to contribute to realizing social value by strengthening psychological recovery and trauma response capabilities after disasters and establishing a regionally integrated response system.

Meanwhile, Sunlin University has been selected for the RISE project and will receive approximately 9.5 billion won in funding over five years, from 2025 to 2029.
