대구시는 25일 시청 동인청사에서 김정기 대구광역시장 권한대행 주재로 ‘공공기관 2차이전 유치위원회’ 민간위원과 관계부서가 참석한 가운데 추진상황 점검회의를 열고 향후 대응계획을 논의했다고 밝혔다.

‘2차 공공기관 이전’은 수도권 집중 완화와 지역산업 연계를 통한 국가균형발전 거점 육성을 목표로 추진되는 정부 정책이다. 정부는 약 350여 개 공공기관을 전수조사해 연내 이전 대상 기관과 입지를 확정할 계획이다.

대구시는 앞서 지난해 11월 경제·언론·학계·시민단체 등 각계 전문가 22명으로 유치위원회를 구성하고, 대구정책연구원 연구용역 등을 거쳐 최종 33개 유치 희망 기관을 선정했다.

이번 회의는 정부의 정책 방향 발표에 선제 대응하기 위한 것으로, 유치 전략 구체화와 민·관 협력 강화 방안에 초점이 맞춰졌다.

대구시는 전통적으로 섬유·금속 중심의 산업구조에서 벗어나 인공지능(AI), 로봇, 바이오·헬스케어, 미래모빌리티, 반도체 등 5대 미래신산업으로의 전환을 추진 중이다. 수성알파시티, 국가로봇테스트필드, 첨단의료복합단지, 국가물산업클러스터 등 주요 혁신거점을 기반으로 산업 경쟁력을 강화하고 있다.

이를 토대로 대구시는 ‘중소제조업 AX(AI 전환) 혁신도시’ 구축을 2차 공공기관 이전과 연계한 핵심 발전 전략으로 제시했다. 특히 산·학·연 협력체계와 기존 1차 이전기관과의 시너지 창출을 통해 미래신산업 생태계를 고도화한다는 구상이다.

유치 대상 33개 기관은 산업 연계성과 지역발전 효과 등을 기준으로 선정됐으며, 금융·중소기업 지원, AI·데이터 및 산업진흥, 첨단의료·헬스케어, 환경·에너지 등 4개 기능군으로 구분됐다. 주요 대상에는 IBK기업은행, 대한무역투자진흥공사, 한국산업기술진흥원, 한국보건의료연구원, 한국환경공단 등이 포함됐다.

대구시는 이날 회의에서 우수한 정주여건과 교육환경, 교통·물류 인프라 등 지역 강점을 전국적으로 알리는 전략과 함께 중앙정부 및 관계기관 설득 방안도 집중 논의했다.

향후 대구시는 범시민적 유치 분위기 확산과 함께 정부 및 유관기관을 대상으로 이전 필요성을 지속적으로 건의해 나갈 계획이다.

Daegu Metropolitan City has begun establishing a full-scale response system by reviewing its strategy to attract the second round of public institution relocations.

Daegu City announced that on the 25th, it held a progress review meeting at the City Hall Dongin Building, presided over by Acting Mayor Kim Jeong-gi. The meeting was attended by private members of the ‘Committee for Attracting the Second Round of Public Institution Relocations’ and relevant departments, and discussed future response plans.

The ‘Second Round of Public Institution Relocation’ is a government policy aimed at fostering hubs for balanced national development by alleviating concentration in the capital area and linking with regional industries. The government plans to conduct a comprehensive survey of approximately 350 public institutions to finalize the institutions subject to relocation and their locations within the year.

Previously, in November of last year, Daegu City formed an attraction committee consisting of 22 experts from various fields, including the economy, media, academia, and civic groups. Following research commissioned from the Daegu Policy Institute, the city selected 33 final institutions hoping to be relocated. This meeting was held to preemptively respond to the government's announcement of policy directions, focusing on concretizing attraction strategies and measures to strengthen public-private cooperation.

Daegu City is pursuing a transition away from its traditionally textile and metal-centered industrial structure toward five new future industries: artificial intelligence (AI), robotics, bio-healthcare, future mobility, and semiconductors. The city is strengthening its industrial competitiveness based on key innovation hubs such as Suseong Alpha City, the National Robot Test Field, the Advanced Medical Complex, and the National Water Industry Cluster.

Based on this foundation, Daegu City presented the establishment of a "SME Manufacturing AX (AI Transformation) Innovation City" as a core development strategy linked to the second wave of public institution relocations. In particular, the plan envisions advancing the ecosystem of new future industries through a collaborative system among industry, academia, and research, as well as creating synergy with existing institutions from the first wave of relocates.

The 33 institutions targeted for relocation were selected based on criteria such as industrial connectivity and regional development effects, and were categorized into four functional groups: finance and SME support; AI, data, and industrial promotion; advanced medical and healthcare; and environment and energy. Key targets included IBK Industrial Bank of Korea, the Korea Trade-Investment Promotion Agency (KOTRA), the Korea Institute for Industrial Technology Advancement (KITECH), the Korea Health Industry Development Institute (KIHMI), and the Korea Environment Corporation.

At the meeting held on this day, Daegu City focused on discussing strategies to nationally promote the region's strengths—such as excellent living conditions, educational environments, and transportation and logistics infrastructure—along with methods to persuade the central government and relevant agencies.

Moving forward, Daegu City plans to continuously advocate for the necessity of relocation to the government and related organizations, while simultaneously fostering a city-wide atmosphere for the bid.

Kim Jeong-gi, Acting Mayor of Daegu Metropolitan City and Vice Mayor for Administration, stated, "Combining the capital, policy, and technological capabilities of public institutions with Daegu's industrial infrastructure will not only establish an innovation ecosystem for future new industries but also significantly contribute to balanced national development." He added, "We will make every effort to secure the relocation through close cooperation between the public and private sectors."
