이번 대회에는 도내 22개 시·군 선수단과 임원 등 1만 2,000여 명이 참가하며, 관람객을 포함해 총 3만 2,000여 명이 함께하는 대규모 행사로 치러진다.

특히 이번 체전은 사상 처음으로 안동시와 예천군이 공동 개최해 시·군 간 경계를 넘어선 화합과 상생의 의미를 더했다. 선수들은 시부 30개, 군부 16개 종목에서 각 지역의 명예를 걸고 선의의 경쟁을 펼칠 예정이다.

개회식은 다채로운 공연과 행사로 구성된다. 식전 행사에서는 인기 그룹 노라조 공연과 안동의 전통문화인 차전놀이가 펼쳐지고, 대한민국 공군 특수비행팀 ‘블랙이글스’의 에어쇼가 도청 신도시 상공을 수놓으며 대회의 시작을 알린다.
