오 후보는 8일 어버이날을 맞아 구미에서 기자회견을 열고, 노인종합복지관을 방문한 뒤 상주로 이동해 현장 행보를 이어가며 ‘경북 서남권 대전환’ 구상을 공식 발표했다.

오 후보는 이날 “경북은 대한민국 성장의 핵심 동력이었지만, 지금은 심장이 멈춰버린 듯 불안한 미래를 걱정해야 하는 상황”이라며 “이재명 대통령과 직통하는 도지사가 되어 반드시 경북 대전환을 실현하겠다”고 강조했다.

오 후보는 경북이 처한 위기로 인구 감소, 의료 취약, 고령화 심화 등을 꼽았다. 그는 “경북 인구 250만 명 선마저 무너졌고, 인구 1천 명당 의사 수는 1.4명으로 전국 최저 수준”이라며 “노령화 지수는 전국 1위인데 반해 청년 인구 비율과 근로여건 만족도는 최하위권”이라고 지적했다. 

이어 “경북의 미래를 책임질 유능한 산업 전략과 균형발전 정책이 절실하다”며 7대 핵심 공약을 제시했다.

첫 번째 공약으로는 KTX 구미산단역 신설과 구미~신공항 철도 연결을 내놓았다. 오 후보는 “구미를 첨단 항공물류 거점으로 키워서 반도체와 방위산업 물자가 TK신공항을 통해 세계로 곧바로 수출될 수 있도록 하겠다”며 “구미를 포함한 경북 중서부권 72만 시민이 신공항을 더 가까이 이용할 수 있게 하겠다”고 밝혔다.

두 번째로는 친환경 자동차 클러스터와 이차전지 소재산업 벨트 구축도 약속했다. 경산 미래차 부품 산업, 영주 베어링 산업, 포항 배터리 리사이클링 특구 등을 연계해 경북을 친환경차와 이차전지 소재 산업의 핵심 거점으로 육성하는 방안이다.

세 번째 공약은 구미 노후 산업단지의 AI 전환 및 RE100 산단 대전환. 오 후보는 “구미는 풍부한 용수와 높은 전력 자급률을 갖춘 AI 제조혁신 최적지”라며 “한국전자기술연구원 등 관련 기관 이전과 RE100 기반 스마트 제조환경을 조성해 글로벌 기업이 찾는 산업도시로 키우겠다”고 말했다.

네 번째 공약으로는 경산 12개 대학과 연계한 청년 취·창업 특화밸리 조성을 들었다. 오 후보는 “매년 2만5천 명이 넘는 청년 인재가 배출되지만 일자리가 부족해 많은 이들이 지역을 떠나고 있다”며 “포항·구미·안동 산업단지와 연계해 취업과 창업을 위한 지원체계를 세우겠다”고 설명했다.

다섯 번째로는 경북형 공공기관 추가 유치를 제시했다. 오 후보는 “김천 혁신도시에 5개, 경북 전체에 10개 이상의 공공기관을 추가로 유치할 계획”이라며 “에너지, 원자력, 산업기술 관련 공공기관을 중심으로 지역 산업과 시너지를 만들어내겠다”고 밝혔다.

여섯 번째로는 김천 혁신도시에 어린이 전문 공공병원 건립을 내놨다. 그는 “경북은 전국적으로 의료 취약지역이고, 특히 소아청소년 의료 인프라가 많이 부족하다”며 “걱정 없이 아이를 키울 수 있는 경북을 만들겠다”고 말했다.

마지막 일곱 번째 공약으로는 낙동강 유역 생태체험공간 및 둘레길 재생 사업을 발표했다. 오 후보는 “상주, 구미, 칠곡, 성주, 대구를 잇는 낙동강 생태축을 대한민국 대표 생태관광벨트로 조성하겠다”며 “순천만국가정원 같은 생태·관광 융합 모델을 만들겠다”고 밝혔다.

오 후보는 “지난 30년간 경북을 특정 정당이 독점해왔지만 지역은 여전히 쇠퇴하고 있다”며 “이재명 대통령과 함께 경북의 새로운 성장동력을 찾아내고, 산업·의료·청년·관광 등 전 영역에서 대전환을 이뤄내겠다”고 거듭 강조했다.

He pointed out, “Gyeongbuk’s population has fallen below the 2.5 million mark, and the number of doctors per 1,000 people stands at 1.4, the lowest level in the nation.” He added, “While the aging index ranks first in the country, the proportion of the youth population and satisfaction with working conditions are among the lowest.”

He continued by stating, “Competent industrial strategies and balanced development policies are urgently needed to take responsibility for Gyeongbuk’s future,” and presented seven key pledges.

As his first pledge, he proposed the establishment of a KTX Gumi Industrial Complex Station and a railway connection between Gumi and the new airport. Candidate Oh stated, “I will develop Gumi into a high-tech air logistics hub so that semiconductor and defense industry materials can be exported directly to the world via the TK New Airport,” adding, “I will ensure that 720,000 citizens in the central-western region of Gyeongbuk, including Gumi, can use the new airport more conveniently.”

Secondly, he also promised to establish an eco-friendly automobile cluster and a secondary battery materials industry belt. The plan is to foster Gyeongbuk as a core hub for eco-friendly vehicles and secondary battery materials industries by linking the future vehicle parts industry in Gyeongsan, the bearing industry in Yeongju, and the battery recycling special zone in Pohang.

The third pledge concerns the AI ​​transition of aging industrial complexes in Gumi and a major transformation into RE100 industrial complexes. Candidate Oh stated, “Gumi is the optimal location for AI manufacturing innovation, equipped with abundant water resources and a high electricity self-sufficiency rate,” adding, “I will develop it into an industrial city sought after by global companies by relocating related institutions, such as the Korea Electronics Technology Institute, and establishing a smart manufacturing environment based on RE100.”

The fourth pledge involves the creation of a specialized valley for youth employment and entrepreneurship linked with 12 universities in Gyeongsan. Candidate Oh explained, “Although over 25,000 talented young people graduate every year, many are leaving the region due to a lack of jobs,” adding, “I will establish a support system for employment and entrepreneurship by linking with industrial complexes in Pohang, Gumi, and Andong.”

Fifth, he proposed attracting additional Gyeongbuk-style public institutions. Candidate Oh stated, “I plan to attract five additional public institutions to Gimcheon Innovation City and more than 10 to the entire Gyeongbuk region,” adding, “I will create synergy with local industries by focusing on public institutions related to energy, nuclear power, and industrial technology.”

As his sixth pledge, he proposed the construction of a public hospital specializing in children in Gimcheon Innovation City. He said, “Gyeongbuk is a medically underserved region nationwide, and there is a significant lack of medical infrastructure, particularly for pediatrics and adolescents,” adding, “I will create a Gyeongbuk where people can raise their children without worry.”

As his seventh and final pledge, he announced the Nakdong River Basin Ecological Experience Space and Trail Regeneration Project. Candidate Oh stated, “I will develop the Nakdong River Eco-axis, connecting Sangju, Gumi, Chilgok, Seongju, and Daegu, into Korea’s representative eco-tourism belt,” adding, “I will create an eco-tourism convergence model similar to the Suncheon Bay National Garden.”

Candidate Oh repeatedly emphasized, “A specific political party has monopolized Gyeongbuk for the past 30 years, yet the region continues to decline,” adding, “Together with President Lee Jae-myung, I will find new growth engines for Gyeongbuk and achieve a major transformation in all areas, including industry, healthcare, youth, and tourism.”
