【브레이크뉴스 대구】진예솔 기자=강은희 대구교육감 예비후보가 장애학생들의 교육권을 강화하기 위한 ‘따뜻한 온(On) 특수교육’ 지원 공약을 내놨다.

강 예비후보는 10일 공약 발표를 통해, 앞으로 특수학교 신설과 특수학교형 특수학급 증설을 확대하고, 개별화교육계획(IEP)에 기반한 맞춤형 특수교육을 강화하겠다고 밝혔다. 또 영유아 시기부터 장애를 조기에 발견하고, 발달 지원을 확대하는 데도 힘쓸 계획이다. 이와 함께 행동중재 전문교원을 대폭 양성해 현장 지원 역량을 키우겠다고 덧붙였다.

강 예비후보는 최근 중증·중복 장애학생이 늘고 있는 점을 들어, 특수교육 기반 시설을 계속 확충하고 교육, 돌봄, 치료까지 연계하는 통합 지원 체계를 마련할 필요성이 커졌다고 강조했다. 학교 수업이 학생들의 일상과 자립으로 자연스럽게 이어질 수 있도록, 개별화 교육지원팀을 중심으로 한 통합 지원 체계도 보다 강화될 예정이다. 특히 IEP 운영의 폭을 넓혀 학생별로 맞춤형 교육이 이뤄질 수 있도록 할 방침이다.

영유아 단계에서는 발달지연이나 장애 위험 요인을 조기에 발견해, 상담과 치료, 교육 등으로 연결하는 통합 지원 시스템을 한층 강화한다. 맞춤형 놀이와 문화체험 활동을 늘려, 언어·정서·사회성 등 전반적인 발달도 촘촘히 지원할 계획이다.

공약에는 행동중재 전문교원 300명을 양성하는 방안도 담겼다. 또 부모와 교원들이 함께 참여하는 ‘온맘 리더 부모교육’ 신설을 통해 가정과 학교의 협력 체계를 강화하고, 특수교육 실무원과 복무요원을 위한 맞춤형 연수도 마련해 교육 현장을 적극 지원한다는 구상이다.

아울러 대구교육청이 전국 최초로 운영 중인 성인 장애인 중학 학력 인정 문해교육 프로그램을, 앞으로는 고등학교 학력 인정 과정까지 확대해 장애인 평생교육권 보장에도 힘쓸 예정이다.

강은희 예비후보는 “특수교육은 학생 한 명 한 명의 삶과 성장을 책임지는 공교육의 핵심”이라며 “개인의 장애 특성과 발달 수준, 자립 역량까지 꼼꼼히 반영한 맞춤형 특수교육을 강화해, 모두가 희망을 품을 수 있는 교육 환경을 만들어가겠다”고 포부를 밝혔다.
