【브레이크뉴스 대구】진예솔 기자=국민의힘 김대권 수성구청장 후보가 지역 소상공인 경제 활성화를 위한 구체적인 지원책을 내놓았다.

김 후보는 11일, 전통시장과 골목상권을 중심으로 한 소상공인 지원 공약을 발표하며 “고금리와 내수 부진이 장기화되면서 지역 상권이 큰 어려움에 처해 있다. 다시 활기가 돌 수 있도록 실질적인 대책을 마련하겠다”고 말했다.

공약에는 전통시장과 무등록시장 등 노후 시설 개선, 골목형 상점가 4곳 체계적 육성, 소상공인 경영안정자금 지원, 정책자금 이차보전 확대 등이 포함됐다.

특히 시설 개선과 관련해 건축·설비·전기·소방 등 공동 안전시설 보강 사업을 적극 추진하겠다는 계획이다. 김 후보는 “낡은 환경 때문에 손님이 줄고 상인 수익도 악화되는 악순환이 계속되고 있다. 이런 문제부터 바로잡겠다”고 설명했다.

현재 수성구에는 지범골목먹거리타운, 범어식주가무명인골목, 두산동밤마실거리, 중동효성 등 4곳의 골목형 상점가가 지정돼 있다. 김 후보는 이 상권들에 대해 정부와 대구시 공모사업 참여를 지원하고, 상권 조직화와 환경 개선, 서포터즈 운영 등도 체계적으로 돕겠다고 밝혔다. 지정 구역 확대도 검토한다는 계획이다.

금융 지원책도 마련됐다. 수성구청은 대구신용보증재단, IM뱅크와 협력해 3개월 이상 영업 중인 중·저신용 소상공인에게 최대 5천만 원의 경영안정자금을 2년간 연 3% 이차보전 방식으로 지원할 방침이다.  

또 소상공인시장진흥공단 정책자금 대리대출 이용자에게는 최대 1억 원까지 연 2% 수준의 이차보전금을 별도로 지원하는 방안도 추진된다. 단, 유흥·향락업과 금융·보험업, 부동산업 등 일부 업종은 지원 대상에서 제외된다.

김 후보는 “힘든 경제 상황 속에서도 묵묵히 버티고 있는 소상공인과 전통시장 상인들이 바로 수성구 경제의 뿌리”라며 “단발성 지원에 그치지 않고, 상인들이 스스로 경쟁력을 키우며 성장할 수 있도록 지속 가능한 지원 체계를 만들겠다”고 강조했다.

Currently, four alley-type shopping districts have been designated in Suseong-gu: Jibeom Alley Food Town, Beomeo Sikjuga Mumyeongin Alley, Dusan-dong Night Stroll Street, and Jung-dong Hyoseong. Candidate Kim stated that he would support these commercial areas in participating in government and Daegu City public projects, and would systematically assist with district organization, environmental improvement, and the operation of support groups. He also plans to review the expansion of the designated areas.

Financial support measures have also been prepared. The Suseong-gu Office plans to cooperate with the Daegu Credit Guarantee Foundation and IM Bank to provide business stabilization funds of up to 50 million won for two years to small business owners with low to medium credit ratings who have been operating for more than three months, using an interest subsidy of 3% per year.

In addition, a plan is being pursued to provide separate interest subsidies of approximately 2% per year, up to a maximum of 100 million won, to users of agency loans for policy funds from the Korea Small Business and Market Promotion Agency. However, certain sectors, such as entertainment and leisure businesses, finance and insurance, and real estate, are excluded from the support program.

Candidate Kim emphasized, “Small business owners and traditional market merchants who are steadfastly enduring through difficult economic conditions are the very roots of Suseong-gu’s economy,” adding, “I will not stop at one-off support, but will create a sustainable support system so that merchants can build their own competitiveness and grow.”
