국민성장펀드는 정부가 미래 성장동력 확보를 위해 조성하는 대규모 정책펀드로, 인공지능(AI)과 반도체, 바이오 등 첨단 전략산업 육성을 목표로 한다. 경북도는 이를 지역 첨단산업 육성의 핵심 수단으로 삼아 수도권 중심의 투자 흐름을 지역으로 확산시키고, 기존 제조업 기반을 국가 신산업 성장축으로 전환한다는 계획이다.

경북도는 지난 4월 지역 기업을 대상으로 국민성장펀드 활용 수요 전수조사를 실시해 100여 개 사업 가운데 사업 구체성과 파급효과 등을 고려해 11개 핵심 프로젝트를 선정했다.

선정된 사업에는 자동화 로봇 생산공장 구축, 미래 모빌리티 핵심부품 생산라인 조성, 맞춤형 이차전지 부품 생산설비 구축, 차세대 바이오 소재 생산라인 구축 등이 포함됐다.

도는 이들 프로젝트를 대상으로 지난 4월 1차 컨설팅을 마쳤으며, 시중은행과 민간 전문 컨설팅단이 참여해 사업별 보완 자료와 행정지원 필요 사항 등을 점검했다.

경북도 관계자는 “국민성장펀드는 단순 기업지원 자금이 아니라 국가전략산업 육성을 위한 정책금융 플랫폼”이라며 “경북 산업기반을 전통 제조업에서 첨단 전략산업으로 전환하는 데 성장펀드 활용은 필수적”이라고 설명했다.

정책금융 대응 역량 강화를 위해 경북도는 지난 3월 ‘경상북도 정책금융 협의체’를 출범시켰다. 협의체에는 경북도와 정책금융기관, 지역 시중은행이 참여해 정책금융 선정 지원과 기업 맞춤형 금융 컨설팅, 지역 경제 현안 대응 등에 협력한다.

협의체는 기업별 투자계획을 검토해 국민성장펀드 투자 가능성과 정책금융기관 보증·융자, 시중은행 대출, 민간 투자 유치 가능성을 종합 분석해 프로젝트별 최적 금융구조를 설계할 예정이다.

출범식에서는 AI 데이터센터 구축과 방산 소재·부품 생산공장 신설 계획 발표도 이어졌다. 참석 기업들은 “기관별 지원 상품과 여신 체계가 달라 대형 프로젝트 추진 시 어려움이 컸다”며 “정책금융 협의체가 종합 검토 창구 역할을 해줄 것으로 기대된다”고 밝혔다.

경북도는 지난 1월 서울에 정책금융 전담 지원기관인 지역활성화 투자개발원을 개소하고 금융권 출신 전문가들로 민간 컨설팅단을 구성해 금융구조 설계와 투자자 네트워크 확보에 나서고 있다.

특히 포항 AI 데이터센터 사업은 지역활성화투자펀드 활용을 위한 수요자 확보를 마무리하며 경북 3호 사업 선정이 임박한 것으로 알려졌다. 도는 하반기 중 국민성장펀드 선정 가능성이 높은 대표 프로젝트를 확정해 본격적인 투자자 유치에 착수할 방침이다.

양금희 경제부지사는 “국민성장펀드와 메가특구 등 첨단 전략산업을 광역 거점별 성장엔진으로 육성하려는 국가적 노력이 이어지고 있다”며 “도와 기업, 금융권이 원팀으로 대응해 경북이 국가전략산업의 핵심 거점으로 자리 잡도록 최선을 다하겠다”고 말했다.

The National Growth Fund is a large-scale policy fund established by the government to secure future growth engines, aiming to foster high-tech strategic industries such as artificial intelligence (AI), semiconductors, and biotechnology. North Gyeongsang Province intends to utilize this as a core means of cultivating regional high-tech industries to divert investment flows currently centered in the Seoul metropolitan area to the region and transform its existing manufacturing base into a growth axis for new national industries.

Last April, North Gyeongsang Province conducted a comprehensive survey of local companies regarding their demand for utilizing the National Growth Fund. Out of approximately 100 projects, the province selected 11 key projects based on their specificity and ripple effects. The selected projects include the construction of an automated robot production plant, the establishment of a production line for core components of future mobility, the construction of production facilities for customized secondary battery components, and the establishment of a production line for next-generation bio-materials.

The province completed the first round of consulting for these projects last April. Commercial banks and private expert consulting teams participated in reviewing supplementary materials for each project and identifying necessary administrative support requirements.

An official from Gyeongsangbuk-do explained, "The National Growth Fund is not merely corporate support funds, but a policy finance platform for fostering national strategic industries," adding, "Utilizing the Growth Fund is essential for transitioning Gyeongsangbuk-do's industrial base from traditional manufacturing to high-tech strategic industries."

To strengthen its capacity to respond to policy finance, Gyeongsangbuk-do launched the "Gyeongsangbuk-do Policy Finance Council" last March. The council comprises Gyeongsangbuk-do, policy finance institutions, and local commercial banks, collaborating on supporting policy finance selection, providing customized financial consulting for companies, and addressing pending regional economic issues. The consultative body plans to design the optimal financial structure for each project by reviewing individual companies' investment plans and comprehensively analyzing the feasibility of investment from the National Growth Fund, guarantees and loans from policy financial institutions, commercial bank loans, and attracting private investment.

At the launch ceremony, plans were also announced for the construction of an AI data center and the establishment of a new production plant for defense materials and components. Participating companies stated, "We faced significant difficulties when pursuing large-scale projects due to differing support products and lending systems among institutions," adding, "We expect the policy finance consultative body to serve as a central hub for comprehensive review."

Last January, Gyeongbuk Province opened the Regional Revitalization Investment Development Center in Seoul, a dedicated support agency for policy finance. It has also formed a private consulting team composed of experts from the financial sector to design financial structures and secure investor networks.

In particular, the Pohang AI Data Center project is reportedly close to being selected as Gyeongbuk's third project, having finalized the securing of potential users for the Regional Revitalization Investment Fund. The province plans to finalize representative projects with a high probability of being selected for the National Growth Fund during the second half of the year and begin full-scale efforts to attract investors.

Yang Geum-hee, Vice Governor for Economic Affairs, stated, “National efforts are continuing to foster high-tech strategic industries, such as the National Growth Fund and Mega Special Zones, as growth engines for each regional hub,” adding, “We will do our utmost to ensure that Gyeongbuk establishes itself as a core hub for national strategic industries by having the province, businesses, and the financial sector respond as a single team.”
