【브레이크뉴스 대구】진예솔 기자=대구 정치 지형은 오랫동안 보수 중심 구조 속에서 움직여 왔다. 이런 정치 환경 속에서 황순규 진보당 대구 동구의원 후보(안심1·4동)는 15년 넘게 같은 지역을 지키며 생활정치와 시민사회 활동을 이어오고 있다.

황 후보는 민주노동당 시절인 2010년 동구의원에 당선된 이후 지방선거와 총선에 꾸준히 출마하며 지역 기반을 다져왔다. 세월호참사 대구시민대책위 활동과 노동·장애인권 연대, 시민사회 활동 등을 이어오며 대구 진보 진영의 연결고리 역할을 해왔다는 평가도 받는다.

기울어진 대구 정치 지형 속에서도 한 지역을 꾸준히 지켜온 황 후보를 만나 대구 진보정치의 현실과 동구의 미래에 대한 이야기를 들어봤다.

“의회부터 바로 서야 동구도 발전할 수 있다”

그는 이번 지방선거에서 다시 동구의원에 도전한 이유로 지난 4년의 동구 행정을 먼저 언급했다.

“행정 공백도 있었고 의회도 여러 논란이 있었다. 행정을 견제해야 할 의회마저 제 역할을 못 하니 결국 피해는 주민들 몫이 될 수밖에 없었다. 의회부터 바로 서야 동구도 발전할 수 있겠다고 생각했다.”

황 후보는 이번 선거를 단순한 출마가 아니라 “지역 정치의 긴장감을 회복하는 과정”이라고 표현했다. 특히 보수정당 중심 구조가 강한 대구에서 진보당 이름으로 계속 출마하는 것 자체가 의미라고 했다.

“사람들은 국민의힘 아니면 민주당 정도만 안다. 그런데 동네 가까이에서 진보당 이름을 달고 꾸준히 활동하는 사람이 있다는 걸 주민들이 알게 되면 그 자체가 다음 정치의 기반이 된다.”

그는 실제로 선거가 없는 기간에도 동구 지역에서 환경정화 활동과 생활 민원 상담 등을 꾸준히 이어왔다고 말했다.

“정책은 잘 모르겠지만 그래도 꾸준히 하는 사람이라는 신뢰 정도는 주민들이 보내주시는 것 같다. 결국 정치도 기본 신뢰가 형성돼야 이야기가 가능하다는 걸 느꼈다.”

“마이크 정치보다 골목 정치가 중요하다”

황 후보는 과거 자신이 생각했던 진보정치의 방식도 달라졌다고 털어놨다.

“예전에는 마이크 잡고 옳은 말을 하는 게 중요하다고 생각했다. 그런데 지금은 골목골목 자리 잡는 정치가 더 중요하다고 본다.”

그는 과거 진보정치의 한계로 “생활 밀착 부족”을 꼽았다.

“복지가 중요하다고 말하지만 정작 주민 삶 가까이에서 도움을 주지 못하면 마음에 와닿기 어렵다. 지금은 가계부채 상담도 하고 동네 청소도 꾸준히 하면서 신뢰를 쌓는 게 먼저라고 생각한다.”

이어 “진보정치는 거창한 이념이 아니라 주민 편에서 조금 더 불편하고 복잡하더라도 사람 중심으로 행정을 바라보자는 것”이라고 말했다.

대구에서 진보정당을 향한 색깔론은 예전보다 약해졌다고도 했다.

“예전처럼 ‘빨갱이’라는 말을 직접 하는 경우는 거의 없다. 오히려 지금은 정치 자체에 대한 피로감과 불신이 더 큰 것 같다.”

그는 최근 대구 정치 분위기에 대해 “무조건적인 지지보다 실제로 일하는 사람인지, 신뢰할 수 있는 사람인지를 보는 분위기가 강해졌다”고 진단했다.

“가장 작은 권력으로 가장 직접적인 변화를 만든다”

황 후보는 다시 기초의회에 도전하는 이유에 대해 “가장 작은 권력으로 가장 직접적인 변화를 만들 수 있는 공간”이라고 강조했다.

그는 2010년 동구의원 시절을 떠올리며 “당시 16명 중 혼자 다른 목소리를 냈는데도 행정이 긴장하는 걸 느꼈다”며 “다 똑같은 사람들 사이에 다른 의견 하나만 있어도 바뀌는 게 있었다”고 말했다.

당시 그는 어린이 놀이터 관리 조례와 작은도서관 확대 정책 등을 추진했다. 그는 “아이들 공간을 안전하게 만들고 주민들이 모일 수 있는 거점을 만드는 것도 정치의 역할이라고 생각했다”고 말했다.

동구 현안으로는 안심·혁신도시권 교통 문제와 생활 인프라 격차를 꼽았다.

“3호선 혁신도시 연장과 안심뉴타운 연결도로 사업은 반드시 필요하다. 그리고 동네 자체가 조금 더 밝아져야 한다.”

그는 “가로등이 있어도 가로수 때문에 골목이 어두운 곳이 많다”며 “주민들이 안전하게 다닐 수 있는 밝은 동네를 만드는 것이 가장 먼저 해야 할 일”이라고 했다.

동구 발전이 더딘 이유에 대해서는 “정치적 경쟁 부족”을 원인으로 들었다.

“경쟁이 있으면 서로 더 좋은 정책을 내놓게 되는데 지난 4년은 그런 모습이 부족했다. 혁신도시와 안심권 교통 문제만 해도 행정이 먼저 연구용역을 통해 주민 요구를 정리하고 대안을 제시할 수 있었지만 그런 논의 자체가 없었다.”

“결국 지역 정치의 핵심은 소통”

주민들이 가장 많이 하는 이야기에 대해서는 “제발 내 말을 들어달라는 것”이라고 했다.

“꼭 해결해달라는 게 아니라 된다, 안 된다라도 설명을 듣고 싶어 한다. 결국 지역 정치의 핵심은 소통이다.”

그는 기초의회의 역할에 대해 “행정 앞에서 주민 편에 서는 것”이라고 정의했다.

“예산을 꼼꼼히 살피고 주민 의견이 실제 반영되도록 만드는 게 중요하다. 주민 토론 청구나 전자청원 같은 참여 제도도 확대돼야 한다.”

또 “지난 4년을 보며 주민소환제만으로는 지방권력을 견제하기 어렵다는 걸 느꼈다”며 “지방의회 차원의 불신임 제도 같은 새로운 장치도 고민할 필요가 있다”고 말했다.

황 후보는 동구의 미래상으로 금호강 중심의 생활 공간과 물류 중심 기능이 공존하는 도시를 제시했다.

“안심습지와 연갤러리, 수목원 등을 잘 연결하면 충분히 지역 명소가 될 수 있다. 지금은 공간이 흩어져 있고 접근성도 부족하다.”

“권력이 없어도 찾아올 수 있는 사람이고 싶다”

마지막으로 그는 어떤 정치인으로 기억되고 싶냐는 질문에 “한결같은 사람”이라고 답했다.

“선거에서 떨어진 뒤에도 거리에서 계속 인사했다. 권력이 있든 없든 주민들이 필요할 때 찾아올 수 있는 사람으로 남고 싶다.”

Daegu's political landscape has long operated within a conservative-dominated structure. Amidst this political environment, Hwang Sun-kyu, the Progressive Party candidate for the Daegu Dong-gu Council (Ansim 1 & 4-dong), has been serving the same district for over 15 years, engaging in grassroots politics and civil society activities.

Since being elected to the Dong-gu Council in 2010 during the era of the Democratic Labor Party, Candidate Hwang has consistently run in local and general elections, solidifying his local base. We met with Candidate Hwang, who has steadfastly defended his district despite the skewed political landscape of Daegu, to hear his thoughts on the reality of progressive politics in the city and the future of Dong-gu.

“Dong-gu can only develop if the Council stands firm first.”

As the reason for running for the Dong-gu Council again in this local election, he first mentioned the administration of Dong-gu over the past four years. “There was a vacuum in administration, and the council faced various controversies. Since even the council, which is supposed to check the administration, failed to fulfill its role, the residents inevitably ended up bearing the brunt of the damage. I believed that Dong-gu could only develop if the council got its act together first.”

Candidate Hwang described this election not merely as a candidacy, but as a “process of restoring the tension in local politics.” He noted that continuing to run under the name of the Progressive Party holds significance in itself, especially in Daegu, where the political structure is strongly centered on conservative parties.

“People only know the People Power Party or the Democratic Party. However, when residents realize that there is someone close to their neighborhood consistently active under the name of the Progressive Party, that itself becomes the foundation for future politics.”

He stated that, in fact, even during periods without elections, he has consistently carried out environmental cleanup activities and provided consultation on daily life issues in the Dong-gu area.

“I don’t know much about my policies, but it seems residents trust me as someone who is consistent. I realized that, ultimately, even in politics, dialogue is only possible once basic trust is established.”

** “Neighborhood Politics is More Important Than Microphone Politics”

Candidate Hwang revealed that his past views on progressive politics have changed.

“In the past, I thought it was important to hold a microphone and speak the truth. But now, I believe that politics that establishes itself in every alleyway is more important.”

He cited a “lack of closeness to daily life” as a limitation of past progressive politics.

“People say welfare is important, but if we cannot actually help residents in their daily lives, it is difficult for it to resonate with them. I believe that building trust now comes first by providing household debt counseling and consistently cleaning up the neighborhoods.”

He continued, “Progressive politics is not about grandiose ideologies, but about viewing administration from a people-centered perspective, even if it is a little more inconvenient and complicated, from the residents’ side.”

He also noted that the "color-coding" rhetoric directed at progressive parties in Daegu has weakened compared to the past.

“There are almost no instances of people directly using the word ‘Red’ like they used to. Rather, it seems that fatigue and distrust regarding politics itself are greater now.”

** Regarding the recent political atmosphere in Daegu, he assessed that “the trend has shifted from unconditional support to looking for someone who actually works and is trustworthy.”

“Creating the most direct change with the smallest power”

Regarding his reason for running for the local council again, Candidate Hwang emphasized that it is “a space where one can create the most direct change with the smallest power.”

Recalling his time as a Dong-gu council member in 2010, he said, “I felt the administration become nervous even though I was the only one among 16 to voice a different opinion,” adding, “Among people who were all the same, even just one different opinion could bring about change.”

At the time, he pushed for ordinances regarding the management of children's playgrounds and policies to expand small libraries. He stated, “I believed that making spaces for children safe and establishing hubs where residents could gather was also a role of politics.”

As for current issues in Dong-gu, he cited traffic problems in the Ansim and Innovation City areas and the disparity in living infrastructure.

“The extension of Line 3 to the Innovation City and the connecting road project for Ansim New Town are absolutely necessary. And the neighborhood itself needs to become a little brighter.”

** He stated, “There are many alleys that remain dark due to the trees, even with streetlights,” adding, “Creating a bright neighborhood where residents can walk safely is the top priority.”

Regarding the reason for the slow development of Dong-gu, he cited a “lack of political competition” as the cause.

“Competition leads to the presentation of better policies, but such a lack has been observed over the past four years. Even regarding the transportation issues concerning the Innovation City and Ansim Zone, the administration could have first organized residents’ demands through commissioned research and presented alternatives, but such discussions did not even take place.”

“Ultimately, the core of local politics is communication.”

Regarding what residents say most frequently, he said, “It is a plea to please listen to them.”

“They are not necessarily asking for a solution, but they want to hear an explanation, even if it is just whether it is possible or not. Ultimately, the core of local politics is communication.”

He defined the role of the local council as “standing on the side of the residents in front of the administration.”

“It is important to carefully scrutinize the budget and ensure that residents’ opinions are actually reflected. Participatory mechanisms, such as resident requests for debate and electronic petitions, must also be expanded.”

He also stated, “Looking back on the past four years, I realized that it is difficult to keep local power in check solely through the recall system,” adding, “We need to consider new mechanisms, such as a no-confidence vote system at the local council level.”

Candidate Hwang presented a vision for the future of Dong-gu: a city where living spaces centered on the Geumho River coexist with logistics hub functions.

“If we effectively connect the Ansim Wetland, Yeon Gallery, and the Arboretum, they can certainly become local landmarks. Currently, these spaces are scattered, and accessibility is lacking.”

“I want to be someone people can visit even without power.”

Finally, when asked what kind of politician he wanted to be remembered as, he answered, “A consistent person.”

“Even after losing the election, I continued to greet people on the street. Whether I hold power or not, I want to remain someone residents can turn to when they need me.”
