국립농산물품질관리원 경북지원(지원장 박해청, 이하 경북농관원)은 2026년 공익직불금의 투명한 운영을 위해 실경작 여부 확인을 강화하고, 고위험 대상 집중 조사와 농업인 대상 사전 홍보 확대 등 다각적인 예방 대책을 추진한다고 밝혔다.

경북농관원은 지난해 농작물 재해보험 등 각종 보조사업 자료와의 불일치 사례, 부정수급 신고 접수 등을 토대로 754명을 조사해 과실 신청자와 임대농지 부정수급자 등 176명을 적발, 해당 지방자치단체에 행정처분을 요청했다.

최근 공익직불금 조사 규모는 지속적으로 증가하고 있다. 조사 대상과 위반 적발 인원은 2022년 255명 중 97명, 2023년 558명 중 282명, 2024년 619명 중 229명으로 나타났다.

경북농관원은 올해 ‘직불 부정수급 합동단속반’을 편성해 부정수급 가능성이 높은 분야를 집중 점검할 계획이다.

주요 조사 대상은 경작지가 거주지와 멀리 떨어진 관외 경작자, 신규 직불금 신청자, 보조사업 자료 불일치자, 장기요양 등급 판정자 등이다.

특히 2023년부터 노인장기요양 1·2등급 판정자를 대상으로 실경작 여부를 확인해 온 데 이어, 올해부터는 전체 장기요양 등급 판정자로 조사 범위를 확대해 관리의 실효성을 높일 방침이다.

사전 예방 활동도 강화된다. 경북농관원은 직불금 신청 전부터 농업인들이 준수사항을 충분히 숙지할 수 있도록 마을회관 등을 직접 찾아가 안내와 홍보를 실시하고 있다.

또 명예감시원 199명을 활용해 고령 농업인과 신규 신청자를 대상으로 맞춤형 상담을 제공하며, 신청 과정에서 발생할 수 있는 착오와 부정수급을 사전에 차단하는 데 주력하고 있다.

공익직불금을 거짓이나 부정한 방법으로 수령할 경우 전액 환수는 물론 최대 5배의 제재부가금 부과, 최대 8년간 직불금 등록 제한, 형사고발 등의 강력한 처분을 받을 수 있다.

부정수급 신고는 관할 지방자치단체와 농관원 사무소, 또는 국번 없이 1334를 통해 가능하다.

박해청 경북농관원장은 “공익직불금은 실제 농사를 짓는 농업인에게 정당하게 지급돼야 한다”며 “사후 적발보다 사전 예방과 현장 중심 홍보가 중요하다. 철저한 조사와 지속적인 안내를 통해 공익직불제의 신뢰성과 투명성을 높여가겠다”고 말했다.

Key targets for investigation include cultivators from outside the jurisdiction whose farmland is far from their residence, new applicants for direct payments, individuals with discrepancies in subsidy project data, and those assessed for long-term care grades.

In particular, following the verification of actual farming status for those assessed as Grade 1 or 2 in long-term care for the elderly since 2023, the agency plans to expand the scope of investigation to include all assessed long-term care grades starting this year to enhance the effectiveness of management.

Preventive measures are also being strengthened. The NAQMS is visiting village halls and other locations in person to provide guidance and promotion, ensuring that farmers are fully familiar with compliance requirements even before applying for direct payments. In addition, utilizing 199 honorary inspectors, the agency provides customized counseling to elderly farmers and new applicants, focusing on proactively preventing errors and fraudulent receipt of benefits that may occur during the application process.

If public interest direct payments are received through false or fraudulent means, severe penalties may be imposed, including full recovery of the funds, a penalty surcharge of up to five times the amount, a ban on direct payment registration for up to eight years, and criminal prosecution.

Reports of fraudulent receipt of benefits can be made to the relevant local government, the National Agricultural Products Quality Management Service (NAQMS) office, or by calling 1334 without an area code.

Park Hae-cheong, Director of the Gyeongbuk NAQMS, stated, "Public interest direct payments must be fairly distributed to farmers who are actually farming the land." He added, "Prevention and field-oriented promotion are more important than post-detection. We will enhance the credibility and transparency of the public interest direct payment system through thorough investigations and continuous guidance."
