경상북도는 SK바이오사이언스가 추진하는 차세대 백신 사업이 최근 국민성장펀드 지원 사업으로 확정돼 총 3,000억 원 규모의 정책자금을 확보했다고 밝혔다.

금융위원회는 지난 5월 28일 열린 기금운용심의회에서 SK바이오사이언스의 차세대 폐렴구균 백신 연구개발 사업과 안동 백신 생산시설(L HOUSE) 확장 계획에 대한 자금 지원을 의결했다. 지원 규모는 3,000억 원으로, 10년간 장기·저리 조건이 적용된다.

특히 경북에 생산거점을 둔 기업이 국민성장펀드 지원 대상으로 선정된 것은 이번이 처음이다.

국민성장펀드는 정부와 금융권, 국민이 공동으로 조성한 150조 원 규모의 정책금융 프로그램으로, 인공지능(AI), 반도체, 바이오, 이차전지 등 국가 전략산업 육성을 목적으로 운영되고 있다.

이번 심의회에서는 SK바이오사이언스를 포함해 총 5개 사업, 4조1,400억 원 규모의 지원이 승인됐으며, 펀드 출범 이후 누적 승인 규모는 12조5,000억 원에 이르는 것으로 집계됐다.

지원금은 첨단전략산업기금 2,500억 원과 산업은행 자금 500억 원으로 구성된다. 해당 자금은 글로벌 제약기업 사노피와 공동 개발 중인 차세대 폐렴구균 백신의 글로벌 임상 3상 진행과 상용화 준비, 안동 생산시설 확충 등에 투입될 예정이다.

안동 L HOUSE에는 신규 상업 생산라인이 구축되고 첨단 백신 제조설비가 추가 도입될 계획이다. 이에 따라 연구개발부터 대량 생산까지 가능한 국내 대표 백신 생산기지로서의 역할도 더욱 강화될 것으로 기대된다.

경북도는 정책금융을 활용한 지역 투자 활성화에도 힘을 쏟고 있다. 경제혁신추진단과 지역활성화투자개발원을 중심으로 기업 맞춤형 컨설팅과 투자 유치 지원을 이어온 결과, 이번 사업이 대표적인 성과로 평가받고 있다.

현재 포항과 구미 지역의 AI 데이터센터 구축 사업도 정책금융 활용을 위한 준비를 마쳤으며, 로봇·반도체·산업용 헴프 분야 프로젝트 역시 후속 절차를 진행 중이다.

이와 함께 경북도는 올해 초 발표한 ‘북부권 신활력 프로젝트’를 기반으로 바이오산업 육성 전략을 본격 추진하고 있다. 안동과 도청신도시, 예천을 연결하는 바이오·의료산업 벨트 조성을 통해 지역 성장동력을 확보한다는 구상이다.

핵심 사업인 ‘포스트(Post)-백신 프로젝트’는 백신과 헴프, 첨단재생의료를 중심축으로 삼아 연구개발, 생산, 사업화를 연계하는 산업 생태계 구축을 목표로 한다.

경북도는 이번 국민성장펀드 지원을 계기로 안동 백신산업 인프라와 연구·실증 기반을 연계해 바이오산업 전주기 가치사슬을 강화하고, 의료용 헴프 산업 육성에도 속도를 낼 방침이다.

양금희 경상북도 경제부지사는 “이번 정책자금 지원은 경북 바이오산업의 경쟁력을 높이고 글로벌 시장 진출 기반을 확대하는 계기가 될 것”이라며 “지역 기업들이 안정적으로 투자하고 성장할 수 있는 산업 환경 조성에 더욱 힘쓰겠다”고 말했다.

SK Bioscience, which operates vaccine production facilities based in Andong, Gyeongbuk, is expected to gain momentum in fostering the local bio-industry as it has been selected as a recipient of the government’s National Growth Fund.

Gyeongsangbuk Province announced that it has secured a total of 300 billion won in policy funds, as the next-generation vaccine project pursued by SK Bioscience was recently confirmed as a National Growth Fund support project.

At the Fund Management Deliberation Committee meeting held on May 28, the Financial Services Commission approved financial support for SK Bioscience’s next-generation pneumococcal vaccine research and development project and the expansion plan for its Andong vaccine production facility (L HOUSE). The support amounts to 300 billion won, with long-term, low-interest terms applied over a 10-year period.

Notably, this marks the first time a company with a production base in Gyeongbuk has been selected as a recipient of the National Growth Fund. The National Growth Fund is a 150 trillion won policy financing program jointly established by the government, the financial sector, and the public, operated with the goal of fostering national strategic industries such as artificial intelligence (AI), semiconductors, biotechnology, and secondary batteries.

At this review meeting, support totaling 4.14 trillion won was approved for five projects, including SK BioScience. The cumulative approved amount since the fund's launch has been tallied at 12.5 trillion won.

The funding consists of 250 billion won from the Advanced Strategic Industry Fund and 50 billion won from the Korea Development Bank. These funds are scheduled to be invested in the progress of global Phase 3 clinical trials and preparations for commercialization of the next-generation pneumococcal vaccine being jointly developed with the global pharmaceutical company Sanofi, as well as the expansion of production facilities in Andong.

A new commercial production line will be established at the Andong L-HOUSE, and additional advanced vaccine manufacturing equipment is planned to be introduced. Accordingly, its role as Korea's leading vaccine production base, capable of handling everything from research and development to mass production, is expected to be further strengthened. Gyeongbuk Province is also focusing its efforts on revitalizing regional investment through the utilization of policy financing. As a result of continued customized consulting for companies and investment attraction support led by the Economic Innovation Promotion Team and the Regional Revitalization Investment Development Institute, this project is being recognized as a representative achievement.

Currently, preparations for utilizing policy financing have been completed for the AI ​​data center construction projects in the Pohang and Gumi regions, and follow-up procedures are underway for projects in the robotics, semiconductor, and industrial hemp sectors.

In addition, Gyeongbuk Province is actively pursuing a strategy to foster the bio-industry based on the ‘Northern Region New Vitality Project’ announced earlier this year. The plan is to secure regional growth engines by establishing a bio-medical industry belt connecting Andong, the Provincial Government New Town, and Yecheon.

The core project, the ‘Post-Vaccine Project,’ aims to build an industrial ecosystem that links research and development, production, and commercialization, with vaccines, hemp, and advanced regenerative medicine as its central axes. With the support from the National Growth Fund, Gyeongsangbuk-do plans to strengthen the full value chain of the bio-industry by linking Andong’s vaccine industry infrastructure with its research and demonstration bases, and to accelerate the development of the medical hemp industry.
