[Break News Daegu] Reporter Lee Seong-hyeon = The Daegu City Election Commission has clarified the facts and corrected some media reports regarding an incident in which a vote was cast using another person's identification during the early voting process. The Commission stated that votes cast by mistake are treated as valid votes, and that measures have been completed to ensure the actual holder of the identification can vote normally on Election Day.

According to the Daegu City Election Commission, the incident occurred on the morning of May 29 at the early voting station in Naedang 4-dong, Seo-gu, Daegu.

A woman in her 60s, identified as B, the cousin of a woman in her 70s, identified as A, mistakenly presented A's identification, which was being kept in her bag, believing it to be her own, and completed early voting around 9:30 AM. The issue came to light when A later visited the polling station with a caregiver and presented her identification, but the system confirmed that she had already voted.

According to an investigation by the National Election Commission (NEC), A's identification card was old, making photo identification difficult. Furthermore, due to the similar appearances of A and B, the early voting official issued a ballot without sufficiently verifying their identity.

The Daegu City Election Commission stated that reports in some media outlets regarding the "invalidation of votes by previously voted voters" are inaccurate.

An NEC official explained, "This case was an error that occurred during the identity verification process by the early voting official." The official added, "Since B is also a voter with legal voting rights, the ballot cast by B will be recognized as a valid vote and will be counted normally at the counting station on election day."

The NEC also stated that it has completed the necessary administrative measures to ensure that A, the actual holder of the identification card, can vote normally on election day (the 3rd) after undergoing identity verification at the polling station.

The NEC also clarified the controversy regarding the fingerprint recognition procedure. The NEC explained that the fingerprint input conducted at early voting stations is not a function to verify voter identity in real-time, but rather a procedure designed to prevent duplicate voting by recording the receipt of the ballot. Therefore, the identity verification process by field clerks comparing the ID photo with the actual face is the most critical step.

The Daegu City Election Commission expressed regret over this incident and stated that it would implement the comparison of ID photos with actual faces even more thoroughly during election day voting.

An official from the commission said, "We deeply regret that voter identity verification was inadequate," adding, "We will further strengthen ID verification procedures during the election day voting process and ensure thorough on-site management to prevent similar incidents from recurring."
