농업기술센터는 지난 5월 29일 전 직원을 대상으로 과수화상병 발생 상황을 가정한 대응 훈련을 진행하며 비상 대응체계 운영 능력을 집중 점검했다고 밝혔다.

과수화상병은 사과와 배 등 장미과 식물에 발생하는 세균성 병해로, 감염될 경우 잎과 꽃, 가지, 줄기, 과실 등이 불에 그을린 것처럼 갈색 또는 검은색으로 변하며 말라 죽는 것이 특징이다. 전염성이 강해 국가 차원의 관리가 이뤄지는 검역병해충으로 분류된다.

최근 경기와 세종, 충북 지역 등에서 과수화상병 발생 사례가 이어지면서 위기경보 단계가 ‘경계’로 상향된 가운데, 청송군은 지역 내 유입 가능성에 대비해 선제적인 대응 태세를 갖추기 위해 이번 훈련을 마련했다.

훈련은 농가의 의심 증상 신고 접수부터 시작해 현장 예찰, 시료 채취, 출입 통제, 방역 조치, 매몰 처리 등 실제 발생 상황에서 이뤄지는 대응 절차를 중심으로 진행됐다. 특히 현장 대응 과정 전반을 실전처럼 운영해 신속한 초기 대응 능력을 높이는 데 중점을 뒀다.

청송군농업기술센터는 과수화상병 대응을 위해 종합상황실을 운영하고 있으며, 상황 발생 시 체계적으로 대응할 수 있도록 표준운영절차(SOP)도 마련해 관리하고 있다.

이와 함께 올해 초 관내 사과·배 재배 농가를 대상으로 과수화상병 예방 약제 4회분을 지원했으며, 지역 8개 읍·면을 중심으로 정밀 예찰과 현장 기술지도를 지속적으로 실시하고 있다.

농업인 대상 방역 교육도 강화하고 있다. 과원 출입자 관리와 작업도구 소독, 의심 증상 발견 시 즉시 신고, 외부 지역 작업자 출입 최소화 등 기본 방역수칙 준수를 적극 안내하며 예방 활동을 이어가고 있다.

청송군농업기술센터 관계자는 “이번 훈련을 통해 직원들의 현장 대응 능력을 점검하고 실전 대응 역량을 높일 수 있었다”며 “과수화상병 발생 시 신속하고 체계적인 방제를 통해 피해를 최소화할 수 있도록 대응에 만전을 기하겠다”고 말했다.

이어 “농업인들도 평소 과원을 수시로 살피고 의심 증상이 발견되면 즉시 신고하는 등 예방 활동에 적극 동참해 달라”고 당부했다.

The drill focused on response procedures carried out in actual outbreak scenarios, starting with the receipt of suspected symptom reports from farms and continuing through on-site surveillance, sample collection, access control, quarantine measures, and burial disposal. The Cheongsong County Agricultural Technology Center operates a comprehensive situation room to respond to fire blight and has established and manages Standard Operating Procedures (SOPs) to ensure a systematic response in the event of an outbreak.

In addition, the center provided four doses of fire blight preventive medication to apple and pear farms within the county earlier this year and is continuously conducting precise surveillance and on-site technical guidance centered on the county's eight towns and townships.

Disinfection education for farmers is also being strengthened. Preventive activities are continuing by actively guiding compliance with basic disease prevention guidelines, such as managing visitors to orchards, disinfecting work tools, immediately reporting suspected symptoms, and minimizing the entry of workers from outside areas.

An official from the Cheongsong County Agricultural Technology Center stated, "Through this training, we were able to assess our staff's on-site response capabilities and enhance our practical response expertise." He added, "We will do our utmost to ensure a swift and systematic response to minimize damage in the event of a fire blight outbreak."

He further urged farmers to actively participate in preventive activities, asking them to regularly inspect their orchards and report any suspected symptoms immediately.
