【브레이크뉴스 경북】이성현 기자=국립농산물품질관리원 경북지원(이하 경북농관원)이 지방자치단체와 함께 농지 이용 실태를 종합적으로 점검하기 위한 농지 전수조사 준비에 착수했다.

경북농관원은 농지 투기 방지와 체계적인 농지 데이터베이스 구축을 위해 단계별 농지 전수조사를 추진한다고 밝혔다.

이번 조사는 올해와 내년 두 단계로 나눠 진행된다. 올해는 1996년 농지법 시행 이후 취득한 농지를 대상으로 조사가 이뤄지며, 내년에는 농지법 시행 이전에 취득한 농지까지 조사 범위를 확대할 예정이다.

현재 지방정부는 지난 5월부터 조사 대상 농지에 대한 기본조사를 진행하고 있으며, 경북농관원은 이를 토대로 오는 8월부터 현장 중심의 심층조사에 나설 계획이다.

농림축산식품부는 전수조사에 앞서 농지 임대차 질서 확립을 위해 오는 7월 31일까지 ‘농지 임대차 정상화를 위한 특별정비기간’을 운영한다.

해당 기간 동안 농업인은 실제 경작 상황에 맞춰 농지 임대차 관계와 농업경영체 등록정보를 자율적으로 정비할 수 있다.

또한 농지 전수조사를 피하기 위한 목적으로 임대인이 일방적으로 임대차 계약을 종료하는 사례를 방지하기 위해 ‘임차농 보호 신고센터’도 운영한다.

신고가 접수된 농지는 향후 심층조사 대상에 포함되며, 계약 해지로 피해를 입은 임차농에게는 농지은행 보유 농지를 우선 공급하는 등 보호 대책도 마련됐다.

경북농관원은 조사 수행을 위해 농지 전수조사 조사원 47명을 신규 채용할 예정이다.

지원 자격은 채용 예정 기관 관할 지역 또는 인접 시·군에 거주하는 만 18세 이상 주민이며, 모집 인원과 지원 방법 등 세부 사항은 국립농산물품질관리원 홈페이지에서 확인할 수 있다.

원서 접수는 6월 8일부터 16일 오후 6시까지 진행된다.

채용된 조사원들은 실제 농지를 방문해 경작 여부를 확인하고 불법 시설물 설치, 불법 전용, 휴경 및 폐경 여부 등 농지 이용 현황을 조사하는 업무를 맡게 된다.

박해청 경북농관원 지원장은 “이번 농지 전수조사는 1996년 농지법 개정 이후 처음으로 실시되는 대규모 조사”라며 “농지 소유와 이용 실태를 정확히 파악해 제도 운영상 미비점을 개선하는 계기가 될 것으로 기대한다”고 말했다.

이어 “농업인들은 특별정비기간 동안 농업경영체 등록정보와 임대차 현황을 정비해 주길 바라며, 책임감 있게 조사 업무를 수행할 수 있는 지역 주민들의 적극적인 지원도 기대한다”고 덧붙였다.

Currently, local governments have been conducting basic surveys on the farmland subject to investigation since last May, and based on these findings, Gyeongbuk AQMS plans to launch field-oriented in-depth surveys starting this coming August. The Ministry of Agriculture, Food and Rural Affairs is operating a "Special Maintenance Period for the Normalization of Farmland Leases" until July 31 to establish order in farmland leases prior to the full-scale survey.

During this period, farmers can voluntarily update their farmland lease relationships and agricultural business entity registration information to reflect their actual cultivation status.

In addition, a "Tenant Farmer Protection Reporting Center" is being operated to prevent cases where landlords unilaterally terminate lease agreements to avoid the full-scale farmland survey.

Farmland reported will be included in future in-depth investigations, and protection measures have been established, such as prioritizing the supply of farmland held by the Farmland Bank to tenant farmers who have suffered damages due to contract termination.

The Gyeongbuk Agricultural Products Quality Management Service plans to hire 47 new surveyors for the full-scale farmland survey to conduct the investigation.

Eligibility requires applicants to be residents aged 18 or older living in the jurisdiction of the hiring agency or in adjacent cities and counties. Applications will be accepted from June 8 to 6:00 PM on June 16.

The hired surveyors will be responsible for visiting actual farmland to verify cultivation status and investigating land use conditions, such as the installation of illegal facilities, illegal conversion, and whether the land is fallow or abandoned.

Park Hae-cheong, Head of the Gyeongbuk Agricultural Management Service, stated, "This comprehensive survey of farmland is the first large-scale investigation conducted since the amendment of the Farmland Act in 1996," adding, "We expect this to serve as an opportunity to accurately identify the actual state of farmland ownership and usage, thereby improving shortcomings in the operation of the system."
