청송군은 지난해 공모 과정에서 아쉽게 선정되지 못했지만, 이후 사업계획을 보완하고 재도전에 나선 끝에 이번 선정 성과를 거뒀다. 군은 윤경희 군수를 비롯한 전 공직자가 사업 유치를 위해 꾸준히 준비해 온 노력이 결실을 맺은 것으로 평가하고 있다.

이번 공모에는 전국 인구감소지역에 속한 44개 군이 참여해 경쟁을 벌였으며, 서면 심사와 발표 평가 등 다단계 심사를 거쳐 최종 5개 지자체가 선정됐다.

사업 선정에 따라 청송군은 이르면 오는 7월부터 2027년 12월까지 약 18개월 동안 총 657억 원 규모의 예산을 투입해 기본소득 지급 사업을 추진할 예정이다. 재원은 국비 40%, 도비 30%, 군비 30%로 구성된다.

지원 대상은 청송군에 주민등록을 두고 30일 이상 거주하면서 주 3일 이상 실제 거주하는 군민이다. 대상자에게는 1인당 월 15만 원이 카드형 지역화폐 형태로 지급될 계획이다.

군은 사업 효과를 더욱 높이기 위해 자체 재원을 추가로 확보하는 방안도 검토하고 있다. 이를 통해 지급 규모를 확대하고 주민 체감 효과와 지역경제 파급력을 강화한다는 구상이다.

농어촌 기본소득은 단순한 현금성 지원 정책을 넘어 농촌 지역을 지키며 공동체 유지에 기여해 온 주민들의 사회적·공익적 가치를 인정한다는 점에서 의미가 있다는 평가를 받고 있다.

특히 지급된 기본소득이 지역화폐로 사용되면서 전통시장과 지역 상점, 소상공인, 자영업자 등의 매출 증대는 물론 농축산물 소비 확대에도 긍정적인 영향을 미칠 것으로 기대된다.

청송군은 기본소득 지급과 함께 주민 참여 프로그램, 공동체 활성화 사업, 지역 상권 연계 정책 등을 추진해 지역 내 소비와 생산이 선순환하는 지속가능한 지역경제 모델을 구축할 계획이다.

윤경희 청송군수는 “농어촌 기본소득은 단순한 복지정책이 아니라 지역 안에서 경제활동이 순환하고 공동체가 활력을 되찾도록 하는 지역 발전 전략”이라며 “주민과 농업인, 소상공인이 함께 성장할 수 있는 성공적인 모델을 만들어 청송의 지속가능한 미래를 준비해 나가겠다”고 말했다.

Cheongsong County Selected for Rural Basic Income Pilot Project Following the project selection, Cheongsong County plans to implement a basic income payment program by investing a total budget of 65.7 billion won over approximately 18 months, starting as early as this coming July and continuing until December 2027. The funding will be comprised of 40% national government funds, 30% provincial government funds, and 30% county government funds.

Eligibility is limited to residents who are registered in Cheongsong County, have resided there for at least 30 days, and actually live there for at least three days a week. The plan is to provide each eligible recipient with 150,000 won per month in the form of a card-type local currency.

The county is also considering securing additional internal funds to further enhance the effectiveness of the project. The intention is to expand the scale of payments through this measure, thereby strengthening the tangible benefits felt by residents and the ripple effect on the local economy.

The Rural Basic Income is evaluated as significant because it goes beyond a simple cash support policy to recognize the social and public value of residents who have protected rural areas and contributed to maintaining the community. In particular, as the distributed basic income is used as local currency, it is expected to have a positive impact on increasing sales for traditional markets, local shops, small business owners, and the self-employed, as well as expanding the consumption of agricultural and livestock products.
