울진군은 2026년 종합청렴도 제고를 목표로 정책 수립부터 현장 개선까지 연계하는 ‘청렴 협의체’를 새롭게 구성해 운영한다고 밝혔다.

이번 협의체는 간부 공무원과 실무 담당자가 각각 역할을 맡아 청렴 정책의 실효성을 높이는 이중 추진체계로 마련됐다. 정책 방향을 설정하는 부서장 중심 조직과 현장의 문제점을 발굴하는 실무자 중심 조직을 함께 운영해 청렴 행정을 강화한다는 계획이다.

협의체는 군수와 부군수, 국장, 실·과장 등이 참여하는 ‘청렴 추진 협의체’와 인사·계약·인허가·보조금 업무 등 청렴체감도 평가와 밀접한 13개 부서 팀장급 공무원들로 구성된 ‘청렴 실무 협의체’로 나뉘어 운영된다.

울진군은 두 협의체 간 유기적인 협업체계를 구축해 현장 의견이 실제 정책 개선으로 이어질 수 있도록 할 방침이다. 실무 협의체가 업무 과정에서 발견한 문제점과 개선안을 제안하면 추진 협의체가 이를 검토해 주요 과제로 선정하고, 이후 추진 결과를 점검하는 환류 체계를 마련한다.

이를 위한 첫걸음으로 군은 지난 12일 군청 대회의실에서 ‘2026년 제1차 청렴 실무 협의체 정기회의’를 개최했다.

회의에서는 협의체 운영 방향과 세부 계획을 공유하는 한편, 각 부서의 업무 현황과 부패 취약 요소를 점검하고 청렴도 향상을 위한 다양한 현장 의견을 수렴했다.

청렴 협의체는 오는 12월까지 총 4차례의 정기회의와 필요에 따른 수시회의를 병행해 운영될 예정이다. 회의에서 제안된 개선 과제는 시급성과 파급효과, 실현 가능성 등을 종합적으로 검토해 우선순위를 정한 뒤 담당 부서를 지정해 추진하고, 이행 상황은 차기 회의를 통해 지속적으로 점검할 계획이다.

울진군은 청렴 협의체 운영을 통해 정책과 현장 간 연계를 강화하고, 행정 전반의 투명성과 신뢰도를 높여 군민이 체감할 수 있는 청렴 행정을 실현해 나간다는 방침이다.

The council is divided into the "Integrity Promotion Council," which includes the County Governor, Deputy County Governor, bureau directors, and division heads, and the "Integrity Working Council," composed of team leader-level officials from 13 departments closely related to the evaluation of integrity perception, such as personnel, contracts, licensing, and subsidies. Uljin County plans to establish an organic collaborative system between the two consultative bodies to ensure that feedback from the field leads to actual policy improvements. The Integrity Consultative Body is scheduled to operate through December, holding a total of four regular meetings in parallel with ad-hoc meetings as needed. Improvement tasks proposed at the meeting will be prioritized based on a comprehensive review of urgency, impact, and feasibility, after which responsible departments will be assigned to carry them out. The status of implementation will be continuously monitored through subsequent meetings.
