도는 오는 7월부터 ‘K보듬 6000, 장애아동 365일 돌봄’ 사업을 본격 운영한다고 밝혔다. 이번 사업은 장애아동과 가족이 시간대와 요일에 관계없이 필요한 돌봄 서비스를 받을 수 있도록 지원하는 경북형 돌봄정책의 일환이다.

그동안 장애아동을 양육하는 가정은 일반 가정에 비해 돌봄 부담이 큰 데 반해, 야간이나 주말·공휴일에 이용할 수 있는 전문 보육시설은 부족해 돌봄 공백 문제가 꾸준히 제기돼 왔다.

경북도는 이러한 현실을 반영해 장애아 보육 전문기관의 인력과 운영 경험을 활용한 맞춤형 돌봄체계를 마련했다. 사업은 장애아동의 특성을 이해하는 전문 보육 인력을 중심으로 운영되며, 보호자들이 안심하고 아이를 맡길 수 있는 환경 조성에 초점을 맞췄다.

서비스는 포항과 경주, 김천, 구미 등 권역별 장애아전문어린이집 4곳에서 제공된다. 운영 시간은 평일 오후 6시부터 오후 10시까지이며, 주말과 공휴일에는 오전 9시부터 오후 6시까지 이용할 수 있다. 평일 야간의 경우 이용 수요에 따라 자정까지 연장 운영도 가능하도록 할 방침이다.

특히 이번 사업은 단순히 운영 시간을 확대하는 데 그치지 않고 돌봄 전문성 강화에도 중점을 뒀다. 장애아동 돌봄 경험과 전문성을 갖춘 인력이 배치되며, 교사 1명이 담당하는 아동 수 역시 기존 장애아 보육 기준보다 강화된 수준으로 운영된다.

안전관리 체계도 한층 보강된다. 야간과 주말·공휴일에는 보육교사 2명 이상이 상시 근무해 응급상황이나 돌발 상황 발생 시 신속하게 대응할 수 있도록 했다.

또한 전담교사 인건비와 각종 수당 지원은 물론, 장애아동 맞춤형 프로그램 운영비, 교재·교구 구입비, 보육교사 전문교육비 등을 별도로 지원해 돌봄 서비스의 질을 높일 계획이다.

현장에서는 이번 사업에 대한 기대감도 높다. 한 장애아동 보호자는 “주말이나 저녁 시간에 아이를 맡길 곳이 마땅치 않아 가족 일정조차 포기하는 경우가 많았다”며 “전문기관에서 안정적으로 돌봄을 제공한다면 양육 부담을 크게 덜 수 있을 것 같다”고 말했다.

경북도는 이번 사업을 통해 장애아동 가정의 돌봄 공백을 해소하는 것은 물론, 보다 촘촘한 공공 돌봄체계를 구축하는 계기가 될 것으로 기대하고 있다.

이철우 경북도지사는 “K보듬 6000은 모든 아동이 필요한 시기에 적절한 돌봄을 받을 수 있도록 지원하는 경북형 돌봄 모델”이라며 “장애아동과 가족들이 야간과 휴일에도 안심하고 이용할 수 있는 전문 돌봄 서비스를 제공해 돌봄 사각지대를 줄여 나가겠다”고 말했다.

이어 “앞으로도 아이와 부모가 함께 행복할 수 있는 양육 환경을 조성해 누구도 돌봄에서 소외되지 않는 경북을 만들어 가겠다”고 강조했다.

Operating hours are from 6:00 PM to 10:00 PM on weekdays, and from 9:00 AM to 6:00 PM on weekends and public holidays. For weekday evenings, the plan is to allow for extended hours until midnight depending on demand.

Notably, this project focuses not only on expanding operating hours but also on strengthening care expertise. Staff with experience and expertise in caring for children with disabilities will be assigned, and the number of children per teacher will be strictly enforced compared to existing standards for childcare for children with disabilities.

The safety management system will also be significantly reinforced. During evenings, weekends, and public holidays, at least two childcare teachers will be on duty at all times to ensure a swift response to emergencies or unexpected situations.

In addition to supporting personnel costs and various allowances for dedicated teachers, the plan is to improve the quality of care services by providing separate funding for customized programs for children with disabilities, the purchase of teaching materials and equipment, and professional training for childcare teachers. Expectations for this project are high on the ground. One guardian of a child with a disability said, “There were many times when we had to give up our family schedules because there was nowhere suitable to leave the child on weekends or evenings,” adding, “If specialized institutions provide stable care, I think the burden of child-rearing will be significantly reduced.”

Gyeongbuk Province expects this project to not only resolve care gaps for families with children with disabilities but also serve as an opportunity to establish a more comprehensive public care system.

Gyeongbuk Governor Lee Cheol-woo stated, “K-Bodeum 6000 is a Gyeongbuk-style care model designed to support all children so they can receive appropriate care when needed,” adding, “We will reduce blind spots in care by providing specialized care services that children with disabilities and their families can use with peace of mind, even at night and on holidays.”

He further emphasized, “Moving forward, we will create a nurturing environment where children and parents can be happy together, building a Gyeongbuk where no one is excluded from care.”
