이들은 25일 발표한 공동성명을 통해 “국가균형발전이 중요하다는 데는 이견이 없지만, 명분에만 매달려 산업정책을 정치적으로 흔드는 일은 없어야 한다”며 “반도체 산업은 대한민국 미래가 걸린 전략산업인 만큼, 인력과 전력, 용수, 연구개발 역량, 공급망, 물류체계 등 철저히 산업 논리에 따라 결정되어야 한다”고 강조했다.
또한 의원들은 “전 세계가 반도체 패권 경쟁에 뛰어든 상황에서 한국만 정치적 이해관계로 산업지도를 다시 그린다면, 국가 경쟁력이 약화되는 결과를 초래할 수 있다”고 경고했다. 이와 함께 “정부가 특정 지역에 대규모 인센티브와 정책 지원을 쏟아부으면, 민간 기업의 투자 판단이 왜곡될 수 있다”는 점도 지적했다.
의원들은 “기업은 정치적 요청이 아니라 수익성과 경쟁력, 글로벌 시장 환경을 기준으로 투자 결정을 내려야 한다”며 “정부 역할은 특정 지역의 선택이 아니라, 기업이 가장 경쟁력 있는 선택을 할 수 있도록 공정한 환경을 만드는 데 있다”고 했다.
그러면서 대구·경북이 구미국가산업단지를 중심으로 전자산업 기반과 반도체 소재·부품·장비 산업 역량을 갖추고 있으며, 로봇과 미래차, AI·빅데이터·블록체인 산업 등 첨단산업 생태계도 구축해 왔다고 설명했다.
“광주의 발전을 반대하는 게 아니다. 광주도, 부산도, 그리고 대구·경북도 함께 성장해야 한다”면서 “지역 발전은 정치적 선택으로 이뤄질 게 아니라, 산업적 경쟁력에 기반해야 한다”고 덧붙였다.
의원들은 정부에 △반도체 클러스터 관련 정책 결정 과정의 투명한 공개 △민간기업 투자 판단에 대한 정치 개입 배제 △산업 경쟁력과 경제성 원칙에 따른 국가 전략산업 추진 △각 지역 강점을 살리는 균형발전 정책 추진 등을 요구했다.

“We are not opposed to the development of Gwangju. Gwangju, Busan, and Daegu and Gyeongbuk must all grow together,” they added, emphasizing that “regional development should not be achieved through political choices, but must be based on industrial competitiveness.”
The lawmakers demanded that the government: transparent disclosure of the policy-making process regarding semiconductor clusters; exclusion of political interference in private investment decisions; promotion of national strategic industries based on principles of industrial competitiveness and economic feasibility; and implementation of balanced development policies that leverage the strengths of each region. Finally, he urged, “The future of the semiconductor industry must be a victory for the entire Republic of Korea, not just for one region,” adding that “the government must make responsible decisions that uphold fairness, competitiveness, and market principles in industrial policy.”
