이번 개정안에는 사용자의 범위를 '고용주와 동일시할 수 있는 권한과 책임을 가진 자'로 명확히 규정하고, 노동쟁의 대상에서 인사·경영권 등 고도의 경영상 의사결정을 제외하는 내용이 담겼다. 또 사업장 점거형 쟁의행위 금지 대상을 '사업장'으로 명확히 규정해 시설 점거에 따른 피해를 예방하도록 했다.
최 의원은 "민주당의 '노란봉투법' 강행 처리는 산업현장의 질서를 무너뜨리고 기업들을 끝없는 노사분쟁의 늪으로 내몬 매우 무책임한 입법"이라며 "기울어진 노사 관계를 바로잡고, 기업 경영의 안정성과 국가 경쟁력 강화를 위해 법 개정에 힘쓰겠다"고 밝혔다.
한편, 이번 개정안은 국회 환경노동위원회 심사와 법제사법위원회 심의, 본회의 의결 등을 거쳐 처리 여부가 결정될 전망이다.
