청송군은 우선 지역 소멸 위기에 정면으로 대응하기 위해 전 지역에 활기를 불어넣을 ‘농어촌 기본소득 시범 사업’의 고도화에 착수한다. 인구 유입을 촉진하고 지역 내 소비를 활성화하기 위해 기존 계획에 자체 군비를 추가 투입, 지원 규모를 과감히 확대해 민생 안정의 마중물로 삼겠다는 보배로운 구상이다.

아울러 고령화와 기후변화에 직면한 전통 농업 체질을 완전히 개선한다. 미래형 사과 과원 조성과 최첨단 데이터 중심의 스마트 영농 인프라를 확충하는 한편, 공동 방제 시스템 구축, 농약대 50% 보조, 농축산물 가격안정기금의 규모 확대 등을 추진한다. 이를 통해 농가들이 비용 걱정 없이 안정적으로 고품질 농산물 생산에만 전념할 수 있는 기반을 다질 계획이다.

취약계층을 위한 든든한 사회안전망 구축도 속도를 낸다. 인공지능(AI)을 활용한 어르신 안부 확인 시스템과 돌봄 서비스를 촘촘히 넓히는 것은 물론, 육아 및 출산 통합 지원책 마련, 진보공공도서관의 현대화 리모델링 등을 통해 영유아부터 고령층까지 모두가 안심하고 머무를 수 있는 돌봄 환경을 구현한다.

지나간 위기는 새로운 기회로 전환된다. 대형 산불로 상처를 입었던 파천면 일대 부지는 단순한 산림 복구를 넘어 54홀 규모의 파크골프장과 산림 레포츠 휴양단지로 탈바꿈하여 새로운 명품 스포츠·휴양 거점으로 거듭날 예정이다. 주왕산 인근에는 특색 있는 숙박 시설과 청송백자 문화를 접목한 관광 벨트를 조성해 스쳐 가는 관광에서 '머무는 관광'으로 체질을 개선하며, 대한민국 대표 축제인 청송사과축제를 글로벌 브랜드로 격상시킨다.

동시에 풍수해 생활권 정비 사업과 도시재생을 통해 자연재해로부터 안전한 도시를 만들고, 면 단위 LPG 배관망 구축 및 공공임대주택 확충으로 취약한 정주 여건을 획기적으로 개선하여 ‘산소카페 청송군’의 청정 가치를 한층 높인다.

Cheongsong County has unveiled the core blueprint for the 9th popular election administration, aimed at adding tangible happiness to the daily lives of its residents and driving a major leap forward for the region.

During the 8th popular election, Cheongsong County achieved significant results—such as the introduction of free bus services, the operation of the ‘8282 Civil Complaint Processing Team,’ and the successful branding of Cheongsong apples—despite facing consecutive adversities like the COVID-19 pandemic and large-scale wildfires. Building upon these past achievements and accumulated know-how, the county has established ‘United Cheongsong, A Leap Beyond!’ as the slogan for the 9th term to pursue a higher level of growth while maintaining administrative continuity, and is now embarking on a full-scale race.

Preventing population decline and guaranteeing farm household income… Strategy for Diversifying Farming

First, Cheongsong County is embarking on the advancement of the "Rural Basic Income Pilot Project" to revitalize the entire region and directly address the crisis of regional extinction. This is a valuable plan to serve as a catalyst for stabilizing people's livelihoods by boldly expanding the scale of support through the injection of additional county funds into the existing plan, aiming to promote population influx and stimulate local consumption.

Furthermore, the county plans to completely overhaul the fundamental structure of traditional agriculture, which is facing challenges from an aging population and climate change. It will promote the creation of future-oriented apple orchards and the expansion of cutting-edge data-driven smart farming infrastructure, while also pursuing the establishment of a joint pest control system, a 50% subsidy on pesticide costs, and an increase in the size of the Agricultural and Livestock Product Price Stabilization Fund. Through these measures, the county plans to lay the foundation for farmers to focus solely on producing high-quality agricultural products stably, without worrying about costs.

Life-oriented welfare services, which serve as a measure of the quality of life for county residents, will also be significantly strengthened. To enhance the clinical capabilities of the Public Health Center, plans are in place to introduce advanced medical infrastructure and specialized medical departments, ensuring that high-quality medical services are available without the need to travel to distant areas.

The establishment of a robust social safety net for vulnerable groups is also being accelerated. Juwang, a tourism belt will be established that combines unique accommodations with Cheongsong White Porcelain culture to transform tourism from a transient experience to one where visitors stay, while elevating the Cheongsong Apple Festival—Korea's representative festival—to a global brand.

At the same time, the county will create a city safe from natural disasters through flood and landslide prevention projects and urban regeneration. Furthermore, it will significantly improve vulnerable living conditions by constructing LPG pipeline networks at the township level and expanding public rental housing, thereby further enhancing the pristine value of "Oxygen Cafe Cheongsong-gun."
