대구광역시는 행정안전부의 ‘사회연대경제 혁신모델 발굴 및 확산사업’ 우수모델로 선정됨에 따라, 사업비 10억 원(국비 5억 원·시비 5억 원)을 투입해 지역 사회연대경제 생태계 확장에 본격적으로 나서고 있다고 밝혔다.

그 역사적인 신호탄으로 7월 8일 대구 동구 안심마을에서 윤호중 행정안전부 장관과 진옥동 신한금융그룹 회장이 참석한 가운데 사회연대경제 활성화를 위한 업무협약이 체결됐다. 정부와 민간 금융그룹이 지역 사회연대경제 생태계를 육성하기 위해 손을 잡은 것은 이번이 ‘전국 제1호’ 사례다.

관치(官治)의 흔들림 속에서도 피어난 민간 연대의 힘

대구의 사회적경제는 전국 지자체 중에서도 가장 오랜 역사와 탄탄한 연대 구조를 자랑하며 타 도시의 단골 벤치마킹 대상이었다. 과거 권영진 시장 체제에서는 관의 적극적인 지원과 제도적 인프라 구축에 힘입어, 공공 행정이 미치지 못하는 사각지대 취약계층의 일자리를 창출하고 안전망을 촘촘히 하는 등 지역사회의 든든한 버팀목 역할을 해왔다.

그러나 영광의 시간 뒤에는 혹독한 시련이 찾아왔다. 후임 홍준표 시장 체제가 들어서면서 대구의 사회적경제는 온갖 핍박과 설움의 중심에 섰다. 홍 시장은 효율성과 시장 논리를 앞세워 기존에 존속하던 대구시‘사회적경제과’를 폐지하는 등 전방위적인 압박을 가했다.

관의 지원이 뚝 끊기고 정책 기조가 완전히 지워지는 등 말살에 가까운 환경 속에서도 대구의 사회적경제인들은 무너지지 않았다. 이들은 스스로 연대 체계를 더욱 공고히 하며 자신들의 사회적 소명과 역할을 묵묵히 이어갔고, 결국 그 자생력이 이번 정부 공공 표준 모델 선정이라는 쾌거로 연결됐다.

잔인했던 겨울을 지나, 새로 취임한 추경호 대구시장 체제에 접어들면서 마침내 봄바람이 불고 있다. 추 시장은 과거 폐지됐던‘사회경제과’를 전격 부활시키고 관련 예산과 지원을 대폭 확대하겠다는 방침을 공언했다. 대구 지역 종사자들이 그 어느 때보다 큰 기대감 속에 고무된 이유다.

32억 원 집중 투입, ‘대구형 혁신모델’ 무엇을 바꾸나

이번 전국 1호 협약에 따라 대구 사회연대경제 생태계에는 대규모 재원이 수혈된다. 신한금융그룹은 올해 총 20억 원의 민간 자금을 사회연대경제조직 지원에 투입하기로 했다. 이 중 대구에서는 ㈜데이그린, 에온드에온, 사람이야기, 식스에프 등 4개 우수 사회연대경제기업이 선정되어 총 3억 1,200만 원의 민간 재원을 직접 지원받는다. 행안부 공모로 확보한 사업비 10억 원까지 더해지면 총 30억 원이 넘는 자금이 대구 경제의 모세혈관을 채우게 된다.

확보된 재원을 바탕으로 추진되는 ‘대구형 사회연대경제 혁신모델’은 크게 네 가지 축으로 움직일 예정이다. 먼저 기후위기 대응과 친환경 에너지 전환 유도할 시민참여형 햇빛발전소의 확대가 그것이고, 사회적기업 제품의 판로 개척 등 유통 혁신을 가져올 것으로 기대되는 공공구매 온라인 플랫폼 및 통합 물류관리시스템 구축 또한 기대가 크다.

무엇보다 고금리 시대 사회적경제기업의 금융 부담을 완화 시켜주고 있는 금융자금 이자 보전 지원은 이들에게는 오아시스와 같다. 마지막으로 취약계층의 생애주기별 자립 기반 마련은 성인전환기 발달장애인 자립모델 구현을 위한 매우 소중한 정책으로 꼽힌다. 

무엇보다 이번 행사가 열린 동구 안심마을은 대구 사회적경제의 자생력을 보여주는 상징적인 공간이다. 지난 2008년 주민들이 자발적으로 만든‘어린이도서관 아띠’로 시작해 현재는 20여 개 사회연대경제기업이 촘촘한 그물망을 형성하고 있다. 교육, 돌봄, 먹거리, 에너지에 이르기까지 마을 안에서 삶의 문제를 스스로 해결하는 대한민국 대표 공동체 모델로 자부할 만한 곳이다.

이날 업무협약식 직후 윤호중 행안부 장관과 진옥동 신한금융 회장, 김정기 대구시 행정부시장은 안심마을 내 둥지사회적협동조합, 동네책방협동조합, 안심협동조합 등 주요 현장을 직접 발로 뛰며 종사자들을 격려했다.
