군은 지난 8일 군청 미래도약실에서 ‘2026년도 제1회 청송군 기본소득위원회’를 열고, 농어촌 기본소득 시범사업 전개를 위한 핵심 과제들을 심의·의결했다고 발표했다.
권영문 부군수가 위원장을 맡은 이번 위원회에서는 사업 운영 예산 편성을 비롯해 시범사업 구체화 방안, 생활권역 설정(안) 등 주요 의제들을 통과시켰다. 이에 따라 기본소득 도입을 위한 행정 절차가 마무리되면서 사업 추진이 급물살을 탈 것으로 보인다.
이번에 시행되는 농어촌 기본소득 시범사업은 갈수록 심각해지는 지방 소멸 문제에 정면으로 대응하고, 주민들의 고정 소득을 보장해 삶의 질을 높이기 위해 기획됐다. 군은 지원된 자금이 지역 내부에서 소비로 치환되면서 선순환 경제 구조를 만들고, 붕괴해 가는 농촌 공동체를 복원해 지속 가능한 지역 생태계를 조성하는 데 기여할 것으로 내다보고 있다.
지급 대상은 청송군에 주민등록을 두고 최소 30일 이상 연속으로 실제 거주해 온 주민이다. 요건을 충족한 주민에게는 1인당 매월 20만 원이 지급된다. 이는 기본 사업비 15만 원에 군 자체 예산 5만 원을 추가로 매칭해 혜택 범위를 넓힌 것이다.
지급 수단은 카드 형태의 ‘청송사랑화폐’로 제공된다. 지원금 신청은 오는 16일부터 주민등록 주소지의 읍·면사무소에서 일제히 시작된다. 충전된 기본소득은 청송사랑화폐 가맹점에서 자유롭게 쓸 수 있어 골목상권과 전통시장, 영세 소상공인들의 매출 증대 등 지역 경기 부양에도 긍정적인 영향을 미칠 것으로 예상된다.

Eligibility is limited to residents who have their resident registration in Cheongsong-gun and have actually resided there for at least 30 consecutive days. Residents who meet the requirements will receive 200,000 won per person per month. This expands the scope of benefits by matching an additional 50,000 won from the county's own budget with the basic project cost of 150,000 won.
The funds will be provided in the form of a card called "Cheongsong Sarang Currency."
