대구·경북선거관리위원회는 7월 10일부터 이들의 정치자금 회계보고 및 선거비용 수입·지출 내역을 일제히 공개하고 본격적인 검증에 착수했다.

10일 대구시선관위와 경북도선관위에 따르면, 이번 지방선거(국회의원 보궐선거 포함)에서 대구 지역은 총 199억 8천3백만 원, 경북 지역은 총 376억 1백만 원의 선거비용이 지출됐다. 전국 선거비용 지출 총액인 4,693억여 원 중 약 12.2%가 대구·경북 지역에서 쓰인 셈이다.

광역단체장과 교육감 선거의 경우 후보자 1인당 평균 억대의 비용을 지출하며 막대한 선거 자금이 투입된 것으로 확인됐다.

대구시장 선거에 출마한 후보자 3명은 총 25억 3백만 원을 써 1인당 평균 8억 3천4백만 원을 지출했다. 대구시교육감 선거는 후보자 3명이 총 30억 9천8백만 원을 지출해 1인당 평균 지출액이 10억 3천2백만 원에 달했다. 경북도지사 선거(후보 2명)에는 총 28억 3천만 원이 투입돼 1인당 평균 14억 1천5백만 원을 기록했으며, 경북교육감 선거(후보 3명)는 총 50억 5천7백만 원이 쓰여 1인당 평균 16억 8천5백만 원을 지출한 것으로 나타났다.

특히 대구 지역의 경우, 지난 제8회 지방선거와 비교해 총지출액이 148억 원에서 199억 8천만 원으로 약 35%가량 크게 증가했다. 이 중에서도 지역구 대구시의원 선거비용 총액은 제8회 9억 8천5백만 원에서 제9회 34억 3천6백만 원으로 3.5배 이상 폭증했으며, 1인당 평균 지출액도 2천5백만 원에서 4천8백만 원으로 두 배 가까이 늘어났다. 함께 치러진 대구 지역 국회의원 보궐선거에는 2명의 후보자가 총 3억 4천8백만 원(1인당 평균 1억 7천4백만 원)을 사용했다.

경북 지역의 기초단체장 및 지방의원 선거비용을 살펴보면, 시장·군수 선거에 가장 많은 79억 3천2백만 원이 쓰였고, 시·군의회의원 선거 169억 2천8백만 원, 도의회의원 선거 37억 9천9백만 원 순으로 지출 규모가 컸다.

시·도선관위는 오늘부터 시작되는 공개 기간을 통해 후보자들이 제출한 선거비용 보전청구서와 회계보고서를 현미경 검증할 방침이다. 선거비용과 정치자금을 고의로 축소·누락하는 허위 보고나 불법 지출 행위를 집중적으로 살펴보고, 위반 행위 적발 시 법에 따라 엄중 조치할 계획이다.

선관위 관계자는 “정치자금 범죄를 신고한 사람에게는 최고 5억 원의 포상금이 지급되고 신원은 철저히 보호된다”라며 “깨끗한 선거 문화 정착을 위해 시·도민들의 적극적인 제보와 관심을 부탁드린다”고 전했다.

한편, 이번 선거비용 수입·지출 내역은 누구든지 관할 선관위를 통해 열람하거나 사본 교부를 신청할 수 있다. 인터넷으로는 내년 1월 11일까지 선거통계시스템 홈페이지를 통해 확인이 가능하다.
