경북도는 산림청과 한국산림복지진흥원이 시행하는 2027년 녹색자금 지원사업 공모를 통해 나눔숲과 무장애 나눔길 등 산림복지 시설을 확대하고, 취약계층의 산림복지 이용 여건을 개선할 계획이라고 밝혔다.

녹색자금은 '복권 및 복권기금법'에 따라 조성된 복권기금을 재원으로 운영되며, '산림자원의 조성 및 관리에 관한 법률'에 근거해 산림환경 보전과 산림복지 증진을 위해 지원되는 사업이다.

2027년 공모사업 규모는 총 360억 원이다. 이 가운데 취약지역 녹색인프라 확충사업에 234억 원, 취약계층 숲체험·교육 지원사업에 126억 원이 각각 배정된다.

녹색인프라 확충사업은 사회복지시설과 의료기관, 특수학교 등을 대상으로 생활환경을 개선하고 보행약자의 숲 접근성을 높이기 위한 사업이다. 지원 분야는 나눔숲 조성(최대 3억 원), 목재 인테리어 지원(최대 2억 원), 무장애 나눔길 조성(최대 33억 원), 도시숲 무장애 환경 조성(최대 10억 원) 등이다.

특히 사회복지시설 등의 유휴공간에 숲을 조성하는 나눔숲 사업은 올해부터 지원 한도가 기존 최대 2억 원에서 최대 3억 원으로 상향됐다. 최근 5년 이내 산불 특별재난지역으로 지정된 시·군의 경로당과 마을회관도 사업 신청 대상에 포함돼 산불 피해지역의 생활환경 개선에도 활용될 수 있다.

숲체험·교육 지원사업은 산림복지전문업체와 비영리법인, 사회적경제기업 등이 취약계층을 대상으로 산림복지 프로그램을 운영할 수 있도록 지원하는 사업이다. 효과증진형과 체험확산형으로 구분해 운영되며, 산림복지 서비스 참여 기회 확대를 목표로 한다.

공모 접수는 7월 13일부터 24일까지 한국산림복지진흥원 누리집과 녹색자금통합관리시스템을 통해 진행된다. 이후 서류심사와 현장심사 등을 거쳐 오는 10월 최종 지원 대상이 선정될 예정이다.

경북도는 시·군과 협력해 사업 대상지를 발굴하고 공모 참여를 지원하는 한편, 사업계획 수립 단계부터 컨설팅을 제공해 도내 사업의 선정률을 높인다는 계획이다.

The total scale of the 2027 open call project is 36 billion won. Of this amount, 23.4 billion won is allocated to the Green Infrastructure Expansion Project for Vulnerable Areas, and 12.6 billion won to the Forest Experience and Education Support Project for the Vulnerable.

The Green Infrastructure Expansion Project targets social welfare facilities, medical institutions, and special schools to improve living environments and enhance forest accessibility for those with mobility impairments. Supported areas include the creation of "Sharing Forests" (up to 300 million won), wood interior support (up to 200 million won), the creation of barrier-free "Sharing Paths" (up to 3.3 billion won), and the establishment of barrier-free urban forest environments (up to 1 billion won).

In particular, starting this year, the support limit for the Sharing Forest project, which creates forests in idle spaces at social welfare facilities, has been raised from the previous maximum of 200 million won to 300 million won. Senior citizen centers and village halls in cities and counties designated as special disaster zones for forest fires within the last five years are also eligible for the project, allowing the funds to be utilized for improving living environments in areas affected by forest fires. The Forest Experience and Education Support Project is designed to assist specialized forest welfare companies, non-profit corporations, and social economy enterprises in operating forest welfare programs for vulnerable groups. It is categorized into effectiveness-enhancing and experience-spreading types, aiming to expand opportunities for participation in forest welfare services.

Applications will be accepted from July 13 to 24 via the website of the Korea Forest Welfare Promotion Institute and the Green Fund Integrated Management System. Following document and on-site inspections, the final recipients are scheduled to be selected this coming October.

Gyeongbuk Province plans to increase the selection rate of projects within the province by collaborating with cities and counties to identify project sites and support their participation in the open call, while also providing consulting services starting from the project planning stage.

Choi Soon-go, Director General of the Forest Resources Bureau of Gyeongbuk Province, stated, "Forests are a resource that plays a crucial role in the rest and welfare of provincial residents," adding, "We will prepare for the open call projects in cooperation with cities and counties and strive to expand forest welfare services within residential areas."
