경상북도 재난안전대책본부에 따르면 19일 오전 6시를 기해 도내 전 지역의 호우특보는 모두 해제됐으나, 그동안 내린 비로 지반이 크게 약해져 있어 산사태 등 추가 피해 방지를 위한 행정력 집중이 요구된다.

안동·봉화 등 북부 지역에 비구름 집중… 시간당 최대 65.5㎜ 쏟아져

지난 17일 오전 8시부터 시작된 이번 비는 경북 북부와 중부 지역을 중심으로 집중됐다. 19일 오전 10시 기준 누적 최대 강수량을 기록한 곳은 안동시 남선면으로 211.0㎜에 달했으며, 봉화군 물야면 202.5㎜, 문경시 동로면 193.0㎜ 등이 그 뒤를 이었다. 시·군별 평균 누적 강수량은 영주시 132.2㎜, 문경시 122.9㎜, 구미시 118.2㎜, 김천시 114.1㎜, 예천군 102.0㎜ 순으로 나타났다.

특히 기습적인 폭우가 쏟아진 안동시 남선면의 경우, 지난 18일 오후 5시 기준 시간당 최대 65.5㎜의 물폭탄이 쏟아지며 단시간에 피해를 키웠다. 경북 전역의 평균 강수량은 58.5㎜로 집계됐다.

공공시설 피해 속출… 인명구조 20명·420명 사전 대피

이번 호우로 인한 인명 피해는 다행히 발생하지 않았으나, 침수와 유실 등 잠정 7건의 시설 피해가 확인됐다. 도로 유실 2건, 하천 범람 2건, 사면 유실 3건을 비롯해 안동과 의성 지역에서는 상수도 관로가 유실되면서 212세대가 단수 피해를 겪었다. 또한 안동 4건, 의성 4건 등 총 8건의 정전이 발생해 현재 응급 복구 작업이 진행 중이다. 농작물 피해도 잇달아 김천 논콩 3ha, 안동 벼·고추 5ha, 의성 고추·콩 10ha(매몰 1ha 포함) 등 총 18ha의 농경지가 침수되거나 매몰됐다.

소방 당국의 재난 대응 활동도 급박하게 움직였다. 경북소방본부는 19일 오전 9시까지 총 186건의 소방 활동을 펼쳤으며, 이 중 안동 13명, 의성 6명, 구미 1명 등 고립되거나 위험에 처한 시민 20명을 무사히 구조했다. 도로 장애 조치 95건, 주택 침수 방제 32건 등 166건의 안전조치도 완료했다.

인명 피해를 막기 위한 선제적 대피 조치도 전방위적으로 이뤄졌다. 안동, 구미, 영주, 상주, 문경, 의성, 영양, 예천 등 8개 시·군에서 총 321세대 420명이 안전한 곳으로 사전 대피했다. 이 중 182명은 안전이 확인되어 귀가했으나, 여전히 238명은 산사태 위험 등을 이유로 미귀가 상태다. 현재 도내에서는 도로 4개소, 세월교 5개소, 하천 둔치 3개소, 야영장 및 캠핑장 2개소 등 총 14개소의 통행이 제한되고 있다.

경북도, ‘초기대응단계’ 가동… 산사태 주의보 발령 속 상시 감시 지속

경상북도는 호우가 시작되자 비상근무 체제에 돌입, 총 1,359명(도 108명, 시·군 1,251명)의 인력이 비상근무를 실시했다. 호우특보가 해제된 19일 오전 7시부터는 재난안전대책본부를 비상 1단계에서 '초기대응단계'로 전환하고 실시간 모니터링을 이어가고 있다.

현재 김천, 안동, 영주, 의성, 예천, 봉화 등 6개 시·군에는 산사태 주의보가 유지되고 있다. 이에 따라 경북도는 12개 시·군 876개 마을에 공무원과 대원 등 총 1,202명으로 구성된 ‘마을순찰대’를 긴급 투입해 취약계층의 안전을 확인하고 예찰 활동을 펼치고 있다. 아울러 과거 산사태 피해 지역(영주·문경·예천·봉화)과 경주 토함산 복구 구간, 지하차도 유입부, 송전탑 공사지 등에 대한 집중 관리를 지속하고 있다.

In particular, in Namseon-myeon, Andong-si, where sudden torrential rain poured down, a "water bomb" of up to 65.5 mm per hour fell as of 5 p.m. on the 18th, exacerbating damage in a short period of time. The average rainfall across Gyeongbuk was recorded at 58.5 mm.

Widespread Damage to Public Facilities... 20 Rescued, 420 Pre-emptively Evacuated

Fortunately, there were no casualties from this heavy rainfall, but seven cases of facility damage, including flooding and erosion, have been tentatively confirmed. In addition to two cases of road collapse, two instances of river flooding, and three cases of slope collapse, 212 households in the Andong and Uiseong regions suffered water outages due to damaged water pipes. Furthermore, a total of eight power outages occurred—four in Andong and four in Uiseong—and emergency restoration work is currently underway. Crop damage also occurred in succession, with a total of 18 hectares of farmland flooded or buried, including 3 hectares of soybean paddies in Gimcheon, 5 hectares of rice and chili peppers in Andong, and 10 hectares of chili peppers and soybeans in Uiseong (including 1 hectare buried).

The fire department also moved urgently to respond to the disaster. As of 9 a.m. on the 19th, the Gyeongbuk Fire Headquarters carried out a total of 186 firefighting operations, successfully rescuing 20 citizens who were isolated or in danger, including 13 in Andong, 6 in Uiseong, and 1 in Gumi. A total of 166 safety measures have also been completed, including 95 cases of road obstruction control and 32 cases of flood control for homes.
