청송군은 지난 16일부터 농어촌 기본소득 시범사업 신청 접수를 시작했다고 밝혔다. 이번 사업은 주민에게 정기적인 소득을 지원하고, 지급 수단을 지역화폐로 운영해 지역 내 소비 확대와 상권 활성화를 유도하기 위해 마련됐다.

지원 대상은 신청일 기준 직전 30일 이상 청송군에 주민등록을 두고 있으면서 청송군을 주 생활권으로 주 3일 이상 실제 거주하는 주민이다. 요건을 충족하면 1인당 매월 20만원을 카드형 청송사랑화폐로 지급받는다.

신청은 주민등록상 주소지 관할 읍·면사무소에서 본인이 직접 방문해 접수하면 된다. 다만 미성년자와 피후견인은 법정대리인이 신청할 수 있으며, 장기 입원이나 거동 불편 등으로 본인 방문이 어려운 경우 배우자 또는 직계존·비속이 대리 신청할 수 있다.

기존 대상자는 오는 7월 31일까지 신청해야 8월 말부터 지원금을 받을 수 있다. 청송군으로 새롭게 전입한 주민은 전입 후 30일이 지나면 신청 가능하며, 이후 90일간의 실거주 확인 절차를 거쳐 대상자로 선정되면 이전 기간에 해당하는 지원금도 소급 지급된다.

지원금은 지역사랑상품권 앱 ‘chak’ 가입 후 오는 8월 11일부터 관내 농·축협에서 청송사랑화폐 카드로 발급받을 수 있다. 스마트폰 이용이 어려운 주민이나 14세 미만 미성년자, 신용 문제 등으로 카드 사용이 어려운 대상자는 선불카드를 이용할 수 있다.

청송사랑화폐는 지역 내 가맹점에서 사용할 수 있으며, 소비가 특정 업종에 집중되지 않도록 생활권을 고려한 권역별 사용 체계가 적용된다. 주유소와 편의점 등 일부 업종에 대해서는 사용 한도를 설정해 지역 상권 전반으로 소비 효과가 확산되도록 운영할 계획이다.

윤경희 청송군수는 “농어촌 기본소득은 주민 생활 안정과 함께 지역 내 소비를 확대해 경제 활력을 높이는 중요한 정책”이라며 “대상 주민들이 빠짐없이 혜택을 받을 수 있도록 적극적으로 안내하고 사업이 안정적으로 운영될 수 있도록 최선을 다하겠다”고 말했다.

The subsidy can be issued as a Cheongsong Sarang Currency card at local agricultural and livestock cooperatives starting August 11th after signing up for the local gift certificate app, ‘chak’. Residents who have difficulty using smartphones, minors under the age of 14, or those who have difficulty using cards due to credit issues may use a prepaid card.

Cheongsong Sarang Currency can be used at affiliated merchants within the region, and a zone-based usage system is applied to consider living areas, ensuring that spending is not concentrated in specific business sectors. The plan is to operate the program by setting usage limits for certain sectors, such as gas stations and convenience stores, to ensure that the consumption effect spreads throughout the local commercial district.

Cheongsong County Governor Yoon Kyung-hee stated, “The Rural Basic Income is an important policy that stabilizes residents’ livelihoods and boosts economic vitality by expanding local consumption.” He added, “We will actively provide guidance to ensure that all eligible residents receive the benefits and do our utmost to ensure the stable operation of the program.”
