【브레이크뉴스 대구】진예솔 기자=국민의힘 대구·경북 지역 국회의원들이 대구·경북을 대한민국 반도체 산업의 핵심 거점으로 키우기 위한 방안 모색에 나섰다. 이들은 정부의 투자 확대와 권역별 특화 전략 마련 등을 촉구하며, 관련 정책 토론회를 국회에서 열었다.

지난 22일, 국민의힘 대구·경북 의원들은 국회도서관에서 ‘반도체 글로벌 경쟁력 강화를 위한 국가 전략’ 토론회를 개최했다. 현장에는 정점식 원내대표 등 당 지도부와 김정기 대구시 행정부시장 권한대행, 양금희 경북도 경제부지사, 김장호 구미시장, 산업계·학계·연구기관 관계자 등 400여 명이 참석해 이목을 끌었다.

구자근 국민의힘 경북도당위원장은 개회사에서 "이번 토론회는 영남이 소외받을 수 있다는 우려를 떨치고, 대구·경북을 반도체 분야의 매력적인 투자처로 만들기 위한 첫걸음"이라며 "국가적 반도체 경쟁력을 높이기 위해 지역의 역할이 더욱 커져야 한다"고 말했다.

이인선 국민의힘 대구시당위원장은 “대구의 설계·연구·실증 역량과 경북이 가진 소재·부품·장비 생산 기반, 그리고 안정적 전력 공급까지 연계한다면, 반도체 설계부터 제조, 사업화까지 이어지는 산업 생태계가 만들어질 수 있다”며 “대구·경북이 우리나라 반도체 중심지로 거듭나도록 힘을 합치겠다”고 밝혔다.

정점식 원내대표도 축사에서 "대구·경북이 반도체의 핵심 거점으로 도약할 수 있도록 당 차원의 정책적 지원을 아끼지 않겠다"고 말했다.

토론회에서는 최근 인공지능 확산 등으로 급변하는 반도체 산업 환경에 맞춰, 지역별 특화 전략과 소재·부품·장비 산업 경쟁력 강화가 시급하다는 지적이 나왔다.

안기현 한국반도체산업협회 전무는 주제 발표에서, AI를 중심으로 재편되는 글로벌 반도체 시장을 분석하며 “소재·부품·장비 기업 육성과 권역별 맞춤 산업 특화 전략이 꼭 필요하다”고 강조했다. 이어 안홍상 산업통상자원부 반도체과장은 구미를 중심으로 한 혁신 거점 조성과 정부의 추진 로드맵을 소개했다.

종합토론에는 김양팽 산업연구원 선임연구원이 좌장으로 나섰고, 이현권 경북·구미 반도체특화단지추진단장, 나중규 경북연구원 연구본부장, 김동현 경북대 지능형반도체개발지원센터장 등이 참가해 대구·경북 반도체 산업의 경쟁력 강화를 위한 실질 방안을 논의했다.

이날 토론자들은 ▲소재·부품·장비 자립화 ▲전문인력 양성 ▲연구개발 투자 확대 ▲산업 인프라 구축의 조속한 추진이 중요하다고 입을 모았다. 또, 대구·경북의 역할이 반영된 권역별 특화 전략과 정부 차원의 선제적 투자가 반드시 뒷받침돼야 한다는 데 의견을 같이했다.

참석자들은 “이번 토론회에서 논의된 정책 제안들을 토대로, 대구·경북이 연구개발과 투자, 생산을 두루 아우르는 대한민국 반도체 산업의 핵심 거점으로 성장할 수 있도록 정부와 국회의 적극적인 후속 지원이 필요하다”고 강조했다.

Candidate Seo also highlighted his political and administrative experience as a strength. He learned party affairs as a full-time deputy spokesperson for the central party during the tenure of former Chairman Lee Hae-chan, and gained administrative experience at the Gyeonggi Credit Guarantee Foundation while President Lee Jae-myung served as the Governor of Gyeonggi Province. He also mentioned that he experienced state administration while serving as a senior secretary in the office of Prime Minister Kim Min-suk during his time as a member of the National Assembly. He stated, "The beginning of all this learning was Daegu, and the reason I decided to enter politics was always Daegu," adding, "Now, I will pour out the experience I have accumulated at the central level for the sake of Daegu without reservation."

Regarding the operational direction of the city party, seven key tasks were presented: establishing a member-participatory online and offline communication platform, creating a permanent cooperation system with the central party, strengthening intergenerational ties, engaging in active communication with the media, promoting party activities that are close to citizens, expanding youth political participation, and building a "one team" system with local council members.

In particular, plans were announced to pursue amendments to the party constitution and institutional improvements to strengthen the political base in disadvantaged regions. Candidate Seo stated, "I will amend Article 90 of the party constitution to ensure that proportional representation lawmakers are consistently allocated to disadvantaged regions." He added, "I will establish an institutional foundation to allow talented individuals active in the region to continue participating in politics."

Finally, he emphasized, "There has been confusion within local organizations due to repeated redistricting ahead of elections," and stated, "I will root out these structural problems by simultaneously pursuing amendments to the party constitution and regulations along with improvements to the election system."

Candidate Seo presented plans for supporting disadvantaged regions, in addition to acting as a bridge between Daegu and the central government. Regarding the recently controversial so-called "TK bypassing," Candidate Seo stated, "The government cannot artificially concentrate projects in specific regions," but added, "We must create a development model unique to Daegu, communicate actively with the central government, and strive to secure policies and budgets."

He also cited the financial industry as an example, explaining, "We must not stop at attracting corporate headquarters but must devise a new growth strategy as a financial hub, such as fostering talent in public finance and asset management." He further expressed his ambition, stating, "If I become the City Party Chairman, I will faithfully serve as a bridge between the central party and the government."

Regarding the party's internal decision-making structure, while agreeing with the intent of the "one person, one vote" system, he argued that "supplementary measures are needed for disadvantaged regions." He assessed, "While the one person, one vote system is feasible in principle, without mechanisms to accommodate disadvantaged areas, such as regional weighting, places like Daegu could be marginalized," adding, "It is a reality that political attention is concentrated on regions with a large number of party members with voting rights." He also pointed out, “Few party leaders visited Daegu during this national convention, and most of their schedules were concentrated in the Honam region.”

Candidate Seo emphasized, “Allocating just one regional Supreme Council member is not enough,” adding, “We must create a system to continuously cultivate local talent with extensive experience in central politics and state administration.”
