【브레이크뉴스 대구】진예솔 기자=대기업과 중소기업 간 임금 격차가 노동시장 양극화를 더욱 심화시키고 있다는 문제의식이 확산되는 가운데, 이를 해소하기 위한 제도 개선 논의가 국회에서 본격적으로 이뤄지고 있다. 특히 제조업과 중소기업 비중이 높은 대구·경북 지역에서는 청년 인력 유출과 중소기업 구인난이 이어지는 현실이어서, 이번 논의가 지역 산업계에도 큰 의미를 던지고 있다.

 

국회 환경노동위원회 소속 김위상 의원은 지난 22일 국회의원회관에서 'K-양극화 시대, 자산·소득 쏠림의 고착화와 제도적 대응 방안'이라는 주제로 정책 토론회를 열었다. 이번 토론회는 갈수록 심화되는 자산·소득 양극화와 노동시장 이중구조 문제를 풀기 위한 제도적 해법을 모색하는 자리였다.

 

이날 기조발제를 맡은 박철성 한양대 교수는 대기업과 중소기업의 임금 격차가 노동시장 양극화의 핵심 요인이라고 짚었다. 박 교수는 대기업의 평균 임금이 중소기업보다 월등히 높은 것은 물론, 일부 초대형 기업과의 격차는 점점 더 벌어지고 있다고 분석했다. 이런 구조 속에서는 개인의 역량보다 기업의 규모와 소속이 임금을 좌우하는 현상이 고착될 위험성이 크다고 덧붙였다.

 

박 교수는 해법으로 ▲원·하청 간 상생을 위한 제도 마련 ▲직무 중심 임금체계 구축 ▲중소기업 근로자 숙련 및 경력 개발 지원 ▲노동시장 개방성 확대 ▲기업 참여를 유도할 인센티브 도입 등을 제시했다.

 

이어진 토론 부분에서는 원청 기업의 수익이 협력업체와 노동자에게도 고르게 돌아갈 수 있도록 제도적 장치가 마련돼야 한다는 의견이 나왔다. 뿐만 아니라, 인공지능 확산에 따른 성과보상 체계의 투명성 확보와 노사정, 지자체가 함께하는 사회적 협의체의 필요성에도 공감대가 형성됐다.

 

이날 좌장은 이수영 고려대 특임교수가 맡았고, 임영주 중소기업중앙회 인력정책본부장, 박기산 한국노총 중앙연구원 연구위원, 장진나 한국공인노무사회 부회장, 김대원 고용노동부 노동개혁정책관 등 각계 전문가가 토론에 참여해 다양한 의견을 나눴다.

 

이번 토론회에서 논의된 과제들은 중소기업 중심의 산업 구조를 가진 대구·경북 지역에도 상당한 의미를 가진다. 지역 중소기업들이 청년들의 수도권 유출과 인력난에 시달리는 만큼, 임금 경쟁력 강화와 상생 구조 마련은 지역 산업의 생존과 직결된 시급한 과제로 꼽힌다.

 

김위상 의원은 "대기업 중심의 정책과 성과보상 체계가 임금 양극화를 심화시키고 있다"며 "기업 규모와 무관하게 모두에게 공정한 보상이 돌아갈 수 있도록, 합리적인 제도 개선을 지속적으로 추진하겠다"고 밝혔다.

During the subsequent discussion, opinions were raised that institutional mechanisms must be established to ensure that the profits of prime contractors are distributed evenly to partner companies and workers. Furthermore, a consensus was reached regarding the need to ensure transparency in performance-based compensation systems in light of the spread of artificial intelligence, as well as the necessity of a social consultative body involving labor, management, the government, and local governments.

 

Lee Soo-young, a distinguished professor at Korea University, served as the moderator for the day. Experts from various fields participated in the discussion, sharing diverse opinions, including Lim Young-ju, Head of the Human Resources Policy Division at the Korea Federation of SMEs; Park Ki-san, Research Fellow at the Federation of Korean Trade Unions Central Research Institute; Jang Jin-na, Vice President of the Korea Association of Certified Labor Attorneys; and Kim Dae-won, Director General of Labor Reform Policy at the Ministry of Employment and Labor. The issues discussed at this forum hold significant meaning for the Daegu and Gyeongbuk regions, which have an industrial structure centered on small and medium-sized enterprises (SMEs). As local SMEs suffer from the outflow of young people to the capital area and labor shortages, strengthening wage competitiveness and establishing a mutually beneficial structure are considered urgent tasks directly linked to the survival of local industries.
