포항시는 29일 첨단해양R&D센터에서 ‘동북권 ICT콤플렉스’ 개소식을 열고 AI·SW 교육 및 산업 혁신을 위한 본격적인 운영에 들어갔다고 밝혔다.
동북권 ICT콤플렉스는 과학기술정보통신부와 정보통신산업진흥원(NIPA)이 추진하는 ‘ICT이노베이션스퀘어 확산사업’의 일환으로 조성된 지역 디지털 혁신 공간이다. AI·SW 전문인력 양성과 기업의 인공지능 전환(AX)을 지원하는 핵심 거점 역할을 맡게 된다.
이 시설에서는 AI를 비롯해 블록체인, 데이터, 네트워크, 사물인터넷(IoT) 등 디지털 신기술 교육과 함께 개발자 양성 과정, 취·창업 지원 프로그램 등이 운영된다.
특히 지역 기업과 연계한 프로젝트형 교육, 글로벌 빅테크 협력 프로그램, 산업 맞춤형 실습 등을 통해 현장에서 바로 활용 가능한 실무형 인재를 육성할 계획이다.
이날 개소식에는 박용선 포항시장과 김철수 포항시의회 의장, 이춘우 경북도의회 부의장, 박시균 경상북도 메타AI과학국장 등 관계자 100여 명이 참석했다.
행사는 사업 추진 경과 보고와 축사, 기념 퍼포먼스, 시설 관람 등의 순으로 진행됐으며, 이후 시민과 교육생을 대상으로 ‘AI, 아는 만큼 일상이 달라진다’를 주제로 특별 강연도 마련됐다. 강연에서는 생성형 AI 활용 방법과 일상 속 적용 사례 등이 소개됐다.
기존 김천에서 운영되던 동북권 거점 기능을 포항으로 이전해 새롭게 구축한 ICT콤플렉스는 철강, 이차전지, 바이오, 수소, 로봇 등 포항의 미래산업 기반과 포스텍·한동대학교 중심의 산학연 역량을 바탕으로 지역 디지털 경쟁력 강화에 기여할 것으로 기대된다.
포항시는 첨단해양R&D센터 9층에 AI·SW 교육장과 오픈랩, 테스트베드, 3D프린터실 등 교육·실습 공간을 마련했다. 이를 활용해 경북·대구·강원권 인재와 산업을 연결하는 동북권 대표 AI·SW 혁신 플랫폼으로 육성한다는 방침이다.
박용선 포항시장은 “동북권 ICT콤플렉스는 청년들에게 새로운 성장 기회를 제공하고 기업에는 디지털 전환을 지원하는 기반이 될 것”이라며 “포항이 AI·SW 인재 양성과 산업 혁신을 선도하는 도시로 자리 잡을 수 있도록 관계기관과 협력을 강화하겠다”고 말했다.

Pohang City has set out to secure a base to foster specialized talent in artificial intelligence (AI) and software (SW) and lead the digital transformation of local industries.
Pohang City announced on the 29th that it held an opening ceremony for the "Northeast Region ICT Complex" at the Advanced Marine R&D Center and has begun full-scale operations for AI and SW education and industrial innovation.
The Northeast Region ICT Complex is a regional digital innovation space established as part of the "ICT Innovation Square Expansion Project" promoted by the Ministry of Science and ICT and the National Information & Communication Technology Industry Promotion Agency (NIPA). It will serve as a key hub supporting the training of AI and SW professionals and the AI transformation (AX) of companies.
The facility will offer education in new digital technologies, including AI, blockchain, data, networks, and the Internet of Things (IoT), along with developer training courses and employment and startup support programs.
In particular, the plan is to cultivate practical talent capable of immediate application in the field through project-based education linked with local companies, global big tech cooperation programs, and industry-tailored practical training.
Approximately 100 officials attended the opening ceremony, including Pohang Mayor Park Yong-sun, Pohang City Council Chairman Kim Cheol-su, Gyeongsangbuk-do Provincial Council Vice Chairman Lee Chun-woo, and Park Si-gyun, Director General of the Meta AI Science Bureau of Gyeongsangbuk-do.
The event proceeded in the order of a report on the project's progress, congratulatory remarks, a commemorative performance, and a tour of the facilities. Following this, a special lecture titled "AI: Daily Life Changes as Much as You Know" was held for citizens and trainees. The lecture introduced methods for utilizing generative AI and examples of its application in daily life.
The ICT Complex, newly established by relocating the Northeast regional hub functions previously operated in Gimcheon to Pohang, is expected to contribute to strengthening regional digital competitiveness by leveraging Pohang's foundation for future industries—such as steel, secondary batteries, bio, hydrogen, and robotics—and the industry-academia-research capabilities centered on POSTECH and Handong University. Pohang City has established educational and practical training spaces, including an AI/SW training room, open lab, testbed, and 3D printer room, on the 9th floor of the Advanced Marine R&D Center. The city plans to utilize these facilities to foster the center into a leading AI/SW innovation platform in the Northeast region, connecting talent and industries across the Gyeongbuk, Daegu, and Gangwon areas.
Pohang Mayor Park Yong-sun stated, “The Northeast ICT Complex will serve as a foundation to provide new growth opportunities for young people and support digital transformation for businesses,” adding, “We will strengthen cooperation with relevant agencies to ensure Pohang establishes itself as a city leading the cultivation of AI/SW talent and industrial innovation.”
