영천시는 지난 3일 7명으로 구성된 '지방세입 체납관리단'을 출범하고, 이달부터 11월까지 지방세와 세외수입 체납 실태조사 및 징수 활동을 본격 추진한다고 밝혔다.

체납관리단은 증가하는 지방세입 체납에 효과적으로 대응하기 위해 현장을 직접 방문해 체납 실태를 조사하고, 체납자의 여건을 반영한 맞춤형 징수 방안을 마련하는 역할을 맡는다.

특히 체납액 100만 원 이하 소액 체납자를 중점 관리 대상으로 선정해 전화와 방문 상담을 실시하고, 납부 안내와 함께 분할 납부 제도 등을 안내해 자진 납부를 유도할 계획이다.

경제적 어려움으로 세금을 납부하지 못하는 시민에 대해서는 복지부서와 협력해 기초생활보장과 긴급복지 지원 등 필요한 복지서비스를 연계하는 방안도 추진한다. 영천시는 체납 징수와 복지 지원을 병행해 시민의 생활 안정을 돕는 포용적 세정 행정을 실현한다는 방침이다.

반면 납부 능력이 있음에도 고의적으로 체납을 지속하는 경우에는 재산 압류와 공매, 자동차 번호판 영치 등 관계 법령에 따른 체납처분을 적극 시행해 조세 형평성을 확보할 계획이다.

영천시는 이번 체납관리단 운영을 통해 현장 중심의 체납 관리 체계를 강화하고, 자발적인 납세 문화를 확산하는 동시에 성실 납세자가 존중받는 공정한 세정 환경을 조성해 나갈 예정이다.
