경산시는 올해 누적 강수량이 평년의 57%에 그치고, 주요 식수원인 운문댐의 저수율마저 25%대까지 떨어지면서 가뭄 위기 단계가 최상위인 ‘심각’으로 격상됐다고 10일 밝혔다.

조현일 경산시장은 이날 대시민 호소문을 통해 “오랜 폭염과 가뭄으로 전례 없이 어려운 상황”이라며 시민과 각 사업장, 농가의 적극적인 물 절약 동참을 당부했다.

현재 경산시의 누적 강수량은 396㎜로, 해마다 같은 시기의 57% 수준에도 못 미치고 있다. 운문댐 저수율은 평년보다 절반 가까이 낮아진 25%대를 기록하고 있어 생활용수뿐 아니라 농업용수 공급 부담도 점차 커지는 상황이다.

조 시장은 “‘극심한 강우 부족’으로 경제의 뿌리가 되는 물 공급이 한계에 닿았다”며 “농가 피해는 물론이고, 시민들의 일상에 필수인 수자원까지 위협받는 엄중한 비상상황”이라고 강조했다.

이에 경산시는 시민 물 절약 실천을 비롯해 가정, 사업장, 농업 현장 등 각계의 전방위적인 절수 참여를 호소했다.

가정에서는 세탁물을 모아 한 번에 빨고, 양치할 땐 컵을 사용하며, 설거지도 물을 받아서 하는 등 불필요한 수돗물 사용을 줄여줄 것을 당부했다. 시는 이런 작은 실천만으로도 수돗물 사용량을 크게 아낄 수 있다고 덧붙였다.

공공과 상업시설을 대상으로는 수압과 급수시설 점검, 불필요한 물 사용 최소화를 요청했다. 기업과 상가 등에는 냉각수·세척수 재활용 등 실질적인 감량 방안도 권고했다.

농업·조경 분야에서는 논에 물 가두기를 꾸준히 하고, 꼭 필요하지 않으면 살수를 자제해 달라고 했다. 또 관개 일정을 조정하고 물빠짐을 막는 등 농업용수 절감에도 적극 나서줄 것을 요청했다.

경산시는 가뭄 장기화에 대응해 비상대책상황실을 24시간 운영할 방침이다. 동시에 행정력과 예산을 최대한 동원해 각종 수자원을 점검·확보하고, 피해를 최소화하겠다고 밝혔다. 운문댐, 저수지, 지하수 등 가용 자원을 수시로 확인하며, 필요하면 추가 용수 확보와 급수 지원도 검토할 예정이다.

조현일 시장은 “행정만으론 자연 재해 앞에 한계가 있다. 그간 위기 때마다 힘을 모았던 28만 경산시민의 단합이 지금 절실하다”며 “시민 한 분이 아껴 쓰는 한 방울의 물이 이웃 농가를 살리고, 우리 아이들의 미래를 지키는 생명줄이 될 것”이라고 강조했다.  

또한 “가뭄이 해소되는 그날까지 모든 행정력과 예산을 집중하겠다”고 밝혔다.

For households, the city urged residents to reduce unnecessary tap water usage by gathering laundry to wash at once, using cups when brushing teeth, and filling basins with water when washing dishes. The city added that even these small practices can significantly reduce tap water consumption.

For public and commercial facilities, the city requested inspections of water pressure and supply facilities, as well as the minimization of unnecessary water usage. For businesses and commercial establishments, it recommended practical reduction measures, such as recycling cooling and cleaning water.

In the agriculture and landscaping sectors, the city asked for consistent water retention in rice paddies and urged residents to refrain from sprinkling water unless absolutely necessary. In addition, they requested active efforts to conserve agricultural water, such as adjusting irrigation schedules and blocking water drainage.

Gyeongsan City plans to operate an emergency response situation room 24 hours a day to address the prolonged drought. At the same time, the city announced that it would mobilize administrative resources and budget to the fullest extent to inspect and secure various water resources and minimize damage. They will frequently monitor available resources, including Unmun Dam, reservoirs, and groundwater, and will consider securing additional water and providing water supply support if necessary.

Mayor Cho Hyun-il emphasized, “Administration alone has its limits in the face of natural disasters. The unity of the 280,000 citizens of Gyeongsan, who have joined forces during every crisis in the past, is urgently needed now.” He added, “A single drop of water conserved by each citizen will save neighboring farms and become a lifeline protecting the future of our children.”
