【브레이크뉴스 대구】진예솔 기자=경북 지방선거 당선자 10명 중 4명 가까이가 전과를 보유한 것으로 나타났다. 대구도 당선자 4명 중 1명꼴로 전과 경력이 있는 것으로 집계됐다.

 

경제정의실천시민연합(경실련)은 제9회 전국동시지방선거 경상·전라·제주지역 당선자 1,976명을 조사한 결과를 발표했다. 조사에 따르면 경북 당선자 371명 가운데 141명(38%)이 전과를 신고해 전국 8개 권역 중 가장 높은 수치를 기록했다. 대구에서는 전체 당선자 177명 중 43명(24%)이 전과가 있는 것으로 조사됐다.

 

대구·경북을 합치면 전체 당선자 548명 중 184명(33.6%)이 전과를 신고했다. 경북 전과 건수는 263건, 대구는 75건 등 두 지역을 합쳐 총 338건이다.

 

특히 경북에서는 시·도의회 의원 당선자 56명 가운데 31명(55%)이 전과자였고, 구·시·군의회 의원 전과자 비율도 37%에 달했다.

 

대구 시·도의회 의원의 경우, 전과 보유 당선자 1인당 평균 전과 건수는 2.3건이었다. 이는 부산(광역의원 비례대표 2.5건)에 이어 높은 수준이다.

 

정당별로 보면 경북에서는 국민의힘 전과 보유 당선자가 106명, 더불어민주당 16명, 무소속 19명 순으로 많았다. 이들의 전과 건수는 국민의힘 195건, 더불어민주당 23건, 무소속 45건이다.

 

대구에서도 국민의힘 소속 전과 당선자는 34명(전과 57건), 더불어민주당은 9명(전과 18건)이었다.

 

이번 조사의 수치는 정당별 전체 당선자 수 대비가 아니라, 전과 보유 당선자 수와 신고된 전과 건수만을 분석한 결과다.

 

무투표 당선자 중에서도 전과 보유자가 확인됐다. 경북에서는 국민의힘 무투표 당선자 가운데 시·도의회 의원 12명, 구·시·군의회 의원 3명, 기초비례대표 1명 등 16명이 전과가 있었고, 총 30건을 신고했다. 대구에서는 국민의힘 소속 구·군의회 무투표 당선자 2명이 각 1건씩 전과를 신고했다.

 

경실련은 “음주운전, 사기, 폭행 등 중대 범죄 전과가 있는 후보들도 여전히 당선되고 있다”며 “각 정당은 엄격하고 투명한 공천 기준을 마련해야 한다”고 강조했다. 이어 현직 국회의원의 지역위원장 겸직 제한, 상향식 공천 도입, 당선자의 중대한 비위로 인한 자격 상실 시 무공천 원칙 적용 등을 요구했다.

 

또한, 선거 이후에도 유권자가 당선자의 전과와 경력을 계속 확인할 수 있도록 관련 정보를 상시 공개하고 정기적으로 갱신할 수 있는 제도 개선도 필요하다고 지적했다.

 

이번 조사는 중앙선거관리위원회의 지방선거 당선자 명부에 따른 것이며, 전과 건수는 후보자가 선거 당시 신고한 기록을 집계한 것이다. 지역별 최다 전과자를 선정할 때는 민주화운동 관련 전과는 제외했다고 경실련은 밝혔다.

In particular, in North Gyeongsang Province, 31 out of 56 elected city and provincial council members (55%) had criminal records, and the proportion of members with criminal records among district, city, and county council members also reached 37%.

 

In the case of Daegu city and provincial council members, the average number of criminal records per elected member with a criminal record was 2.3. This is a high level, following Busan (2.5 records for proportional representation metropolitan council members).

 

By political party, in North Gyeongsang Province, the number of elected members with criminal records was highest for the People Power Party (106), followed by the Democratic Party of Korea (16) and independents (19). The number of criminal records for these members was 195 for the People Power Party, 23 for the Democratic Party of Korea, and 45 for independents.

 

In Daegu as well, there were 34 elected members with criminal records affiliated with the People Power Party (57 records) and 9 affiliated with the Democratic Party of Korea (18 records).

 

The figures in this survey are the result of an analysis based solely on the number of elected officials with criminal records and the number of reported convictions, rather than a ratio based on the total number of elected officials by party.

 

Criminal records were also identified among those elected unopposed. In North Gyeongsang Province, 16 unopposed candidates from the People Power Party had criminal records—including 12 city/provincial council members, 3 district/city/county council members, and 1 local proportional representative—and reported a total of 30 convictions. In Daegu, two unopposed district/county council members affiliated with the People Power Party each reported one criminal record.

 

The Citizens' Coalition for Economic Justice (CCEJ) emphasized, "Candidates with criminal records for serious crimes such as drunk driving, fraud, and assault are still being elected," and urged political parties to "establish strict and transparent nomination standards." Furthermore, they demanded restrictions on incumbent lawmakers holding concurrent positions as regional committee chairpersons, the introduction of a bottom-up nomination system, and the application of a non-nomination principle in cases where an elected official loses eligibility due to serious misconduct. In addition, it was pointed out that institutional improvements are needed to ensure that relevant information is disclosed at all times and regularly updated so that voters can continue to verify the criminal records and careers of elected officials even after the election.

 

This survey was based on the list of elected officials for local elections compiled by the National Election Commission, and the number of criminal records was tallied from the records reported by candidates at the time of the election. The Citizens' Coalition for Economic Justice stated that criminal records related to the democratization movement were excluded when selecting the individuals with the most criminal records by region.
