【브레이크뉴스 대구】진예솔 기자=국회에서 지역 공연생태계 활성화와 공공 문예회관의 역할 변화에 대한 정책 포럼이 열린다.

한국문화예술회관연합회(이하 KoCACA)는 오는 21일 오후 2시부터 5시까지 국회의원회관 대회의실에서 ‘공연생태계 활성화를 위한 지역 공공 문예회관의 역할 변화 및 발전 방향’을 주제로 ‘KoCACA 문화예술정책 아젠다 포럼’을 개최한다고 밝혔다.

이번 포럼은 인구 구조 변화, 디지털 전환, 지역 소멸 등 급변하는 문화예술 환경 속에서 지역 공공 문예회관의 기능을 새롭게 정의하고, 지역 공연예술 생태계와의 연계 방안을 찾기 위해 마련됐다.

포럼은 KoCACA와 국회 문화체육관광위원회 소속 이재정, 이정문, 김승수, 조계원 의원이 공동 주최하며, (사)문화강국네트워크가 공동 주관한다.

기조발제에는 박영정 한국예술경영학회 부회장이 나서 지역 공공 문예회관의 주요 기능과 역할 재정립 방안을 제시한다. 이어 장지영 국민일보 선임기자가 공연예술계 환경 변화와 과제를 짚고, 박정숙 행복북구문화재단 대표는 각 지역 특성에 맞춘 문예회관 특성화 전략과 운영 사례를 직접 소개할 예정이다.

종합토론은 이의신 교수가 좌장을 맡아, 지역 문예회관의 특성화와 예산·인력 지원, 지역 창작생태계와의 연계, 문화기관 간 네트워크 구축, 디지털 전환에 대응하는 방안 등에 대해 다양한 논의가 이어질 예정이다.

KoCACA는 이번 포럼을 통해, 문예회관이 단순히 공연장 기능에 그치지 않고 지역의 창작과 유통, 예술교육 등을 잇는 문화예술 플랫폼으로 기능을 확장해야 한다는 현장 의견을 적극 수렴할 계획이다.

이재정 국회 문화체육관광위원장은 “정책이 실제 현장에서 작동할 때 힘을 갖는다”며 “국회는 지역 간 문화 격차를 줄이고 공연생태계가 지속적으로 성장할 수 있도록 관련 입법과 예산, 제도 개선을 지원하겠다”고 밝혔다.

소홍삼 KoCACA 회장도 “문예회관은 지역과 공간, 그리고 예술인과 지역민을 연결하는 핵심 거점으로 나아가야 한다”며 “이번 포럼이 현장의 목소리가 정책에 반영되는 출발점이 되길 바란다”고 전했다.

A policy forum on revitalizing the regional performing arts ecosystem and the changing role of public arts centers will be held at the National Assembly. The Korea Association of Arts Centers (hereinafter KoCACA) announced that it will host the "KoCACA Culture and Arts Policy Agenda Forum" under the theme of "Changes in the Role and Development Directions of Regional Public Arts Centers for the Revitalization of the Performing Arts Ecosystem" from 2:00 PM to 5:00 PM on the 21st at the Grand Conference Room of the National Assembly Members' Office Building.

This forum was organized to redefine the functions of regional public arts centers and to find ways to connect them with the regional performing arts ecosystem amidst a rapidly changing culture and arts environment characterized by demographic shifts, digital transformation, and regional decline.

The forum is co-hosted by KoCACA and National Assembly members Lee Jae-jung, Lee Jung-moon, Kim Seung-soo, and Cho Gye-won of the Culture, Sports and Tourism Committee, and co-organized by the Culture Powerhouse Network.

Park Young-jung, Vice President of the Korean Society of Arts Management, will deliver the keynote address, presenting plans to redefine the key functions and roles of regional public arts centers. Following this, Jang Ji-young, a senior reporter at the Kukmin Ilbo, will discuss environmental changes and challenges facing the performing arts sector, while Park Jung-sook, CEO of the Happy Bukgu Cultural Foundation, will personally introduce strategies for specializing arts centers tailored to regional characteristics and present operational case studies.

Professor Lee Eui-shin will chair the comprehensive discussion, which is expected to feature diverse discussions on the specialization of regional arts centers, budget and personnel support, linkages with the local creative ecosystem, the establishment of networks among cultural institutions, and measures to respond to digital transformation.

Through this forum, KoCACA plans to actively gather feedback from the field indicating that arts centers must expand their functions beyond mere performance venues to become cultural and artistic platforms that connect local creation, distribution, and arts education.

Lee Jae-jung, Chairman of the National Assembly Culture, Sports and Tourism Committee, stated, "Policies gain power when they actually function in the field," adding, "The National Assembly will support relevant legislation, budget allocation, and institutional improvements to reduce cultural disparities between regions and ensure the sustainable growth of the performing arts ecosystem." So Hong-sam, President of KoCACA, also stated, “Cultural centers must evolve into key hubs connecting regions, spaces, artists, and local residents,” adding, “I hope this forum serves as a starting point for reflecting voices from the field in policy.”
