19일 경산시의회(의장 김인수)는 성명서를 내고 “도시철도 1호선 영천 연장사업은 대구·경북 전역의 교통망 확충과 지역 균형발전을 위해 꼭 필요한 사업”이라면서도 “현재 확정된 기본계획안이 예비타당성 조사 단계의 노선과 정거장 계획에서 일부 변경돼, 시민들이 교통 불편은 물론 생활환경과 재산권 침해에 대한 불안이 커지고 있다”고 밝혔다.

특히 의회는 하양 구간의 변경된 노선이 대규모 아파트 단지와 주거지역, 초등학교 인근을 지나 주민 피해가 우려된다고 지적했다. 시의회 관계자는 “노선이 통과하는 과정에서 소음·진동, 조망권 침해, 교육환경 저해 등 다양한 문제로 주민들의 일상에 실질적인 피해가 우려된다”고 말했다. 이들은 예비타당성 조사 때의 노선을 기준으로 재검토가 필요하며, 시민 의견 또한 충분히 반영해야 한다고 강조했다.

사업비와 운영비 분담 방식도 논란거리로 떠올랐다. 전체 연장 5.72㎞ 중 76%에 달하는 4.36㎞가 경산 지역을 통과하지만, 단순히 노선 길이만으로 분담 비율을 산정하면 경산시의 부담이 지나치게 커질 수 있다는 지적이다.

시의회는 “수혜는 영천시 금호역세권 개발과 경마공원 등에 집중될 수 있다는 평가가 나온다”며 “실제 편익보다는 노선 길이만으로 분담 비율을 정한다면, 총사업비뿐 아니라 운영 손실까지 경산시에 과도한 부담이 돌아갈 수 있다”고 말했다.

이에 따라 시의회는 ▲예비타당성 조사에 기반한 노선 재검토 ▲시민 교통권·생활환경·재산권 보호 대책 마련 ▲지역별 수혜와 편익을 고려한 공정한 사업비·운영비 분담 ▲시민 권익을 우선하는 사업 진행 ▲사업 추진 과정과 비용부담 등 투명 공개와 시민 소통 강화를 요구했다.

김인수 의장은 “광역교통망 확충의 필요성에는 동의하지만, 그 과정에서 경산시민이 부당한 피해를 겪거나 불합리한 비용을 떠안아선 안 된다”며 “경상북도와 관계기관은 경산시민 목소리를 충분히 듣고, 피해 최소화와 합리적인 사업 추진이 이뤄질 수 있도록 힘써달라”고 강조했다.

The City Council stated, "Assessments suggest that benefits may be concentrated on the development of the Geumho Station area in Yeongcheon City and the Racecourse Park," adding, "If the cost-sharing ratio is determined based only on route length rather than actual benefits, an excessive burden could fall on Gyeongsan City, covering not only the total project costs but also operating losses." Accordingly, the City Council demanded: ▲ a re-examination of the route based on the preliminary feasibility study; ▲ the establishment of measures to protect citizens' transportation rights, living environment, and property rights; ▲ fair sharing of project and operating costs considering regional benefits and advantages; ▲ the implementation of the project prioritizing citizens' rights and interests; and ▲ transparent disclosure of the project implementation process and cost burden, as well as strengthened communication with citizens.

Chairman Kim In-soo emphasized, “While we agree on the necessity of expanding the metropolitan transportation network, Gyeongsan citizens must not suffer unfair damages or bear unreasonable costs in the process.” He urged, “Gyeongsangbuk-do and relevant agencies must fully listen to the voices of Gyeongsan citizens and strive to minimize damage and ensure the project is implemented in a reasonable manner.”
