포항시는 지난 19일 서울 한국프레스센터에서 열린 ‘2026년 전국 지방자치단체 일자리대상’ 시상식에서 지역일자리 공시제 부문 특별상을 받았다고 밝혔다. 이번 수상으로 포항시는 지난해에 이어 2년 연속 이 상을 수상하게 됐다.

전국 지방자치단체 일자리대상은 고용노동부가 전국 243개 지방자치단체를 대상으로 일자리 정책 추진 내용과 성과를 평가해 우수 지방자치단체를 선정하는 제도다. 지역일자리 공시제 부문에서는 지자체별 일자리 대책의 목표 달성 수준과 정책 추진 역량, 실행 성과 등을 종합적으로 살핀다.

포항시는 철강산업 경기 침체로 인한 지역 고용 불안에 선제적으로 대응하면서 새로운 산업 분야의 일자리 기반을 확충해 온 점에서 평가를 받았다. 이차전지와 바이오, 수소, 인공지능(AI) 등 미래 산업 육성과 시민 정주 여건 개선을 병행한 정책도 수상 배경으로 꼽혔다.

시는 철강산업 침체에 따른 고용 충격을 줄이기 위해 ‘고용위기 선제대응지역’ 지정을 추진하고, 고용노동부 포항지청과 한국산업인력공단 등 관계기관과 협력해 철강산업단지 현장 컨설팅과 기업별 맞춤형 지원을 이어왔다.

경상북도의 버팀이음 프로젝트를 통해서는 국비 80억 원을 활용, 지역 중소기업 근로자의 생활 안정과 직무 전환, 재취업 등을 지원하며 고용 불안 완화에 나섰다.

청년과 여성, 중장년층 등 대상별 특성을 반영한 일자리 정책과 생활 여건 개선 사업도 추진했다. 월 임대료 3만 원 수준의 ‘포항형 천원주택’을 공급하고, 유휴인력을 필요한 일자리와 연결하는 ‘자투리시간거래소’를 운영한 것이 대표적이다.

이와 함께 지역 대학과 연계한 전문인력 양성, 청년 창업 지원, 사회적경제 활성화 등 지역 산업과 인구 구조를 고려한 정책을 병행해 일자리 창출 기반을 넓혀 왔다.

박용선 포항시장은 “산업 여건이 어려운 상황에서도 지역의 고용을 지키고 새로운 성장 기반을 마련하기 위해 추진한 정책들이 의미 있는 평가를 받았다”며 “주력산업의 경쟁력을 높이는 동시에 미래 신산업을 적극 육성해 지속 가능한 일자리 기반을 구축하겠다”고 말했다.

이어 “청년부터 중장년까지 다양한 계층의 시민이 실질적으로 체감할 수 있는 맞춤형 고용 정책을 확대해 나가겠다”고 덧붙였다.
