South Korean Navy Conducts Civil-Military-Police Joint Counterterrorism Drill at Ulleungdo Port
Exercise simulates terrorist attack on passenger terminal and threat to passenger ship…Focus on evacuation, suppression of terrorists and medical evacuation
The Republic of Korea Navy’s 1st Fleet Command will conduct a civil-military-police joint counterterrorism drill at Sadong Port on Ulleungdo Island on the afternoon of August 20 as part of the 2026 Ulchi Freedom Shield (UFS) exercise.
The drill will take place around the coastal waters and passenger terminal of Sadong Port, a major transportation hub used by large numbers of Ulleungdo residents and tourists. It is designed to strengthen the integrated defense capabilities of the military, government agencies, police and other relevant organizations in responding quickly and effectively to terrorist threats.
Participants include the 118th Early Warning Squadron under the Navy’s 1st Fleet Command, the Air Force’s 319th Air Defense Control Battalion, Ulleung County Office, Ulleung Police Station, Ulleung Coast Guard, Ulleung Medical Center and Ulleung 119 Safety Center.
The exercise will begin with a simulated report that an unidentified group has planted explosives at the Sadong Port passenger terminal and is attempting to seize a vessel. Following the report, the joint response team will evacuate residents and tourists to protect civilians, conduct firefighting operations at the passenger terminal, deploy military and police forces to suppress the terrorists, and evacuate injured personnel.
The exercise will then simulate a maritime threat against a passenger ship carrying a large number of civilians. Under the command of the Navy’s 118th Early Warning Squadron, government vessels stationed on Ulleungdo will escort the passenger ship as part of the maritime security exercise.
Col. Yoo Seung-wook, commander of the Navy’s 118th Early Warning Squadron, said, “Through this exercise linked to UFS, we plan to master comprehensive response procedures against possible terrorist attacks in island areas.”
“We will establish an effective counterterrorism response system involving the military, government, police and other agencies to protect Ulleungdo from terrorist threats,” he said.
Meanwhile, the Navy’s Maritime Mobile Fleet Command and the Marine Corps 9th Brigade will conduct a separate chemical and biological defense exercise at Jeju Naval Base on the same day.
The exercise will assume a chemical weapons attack on the naval base and include procedures such as issuing air-raid warnings, evacuating personnel, identifying contaminated areas through chemical and biological reconnaissance, and decontamination operations.
Chemical and biological defense support personnel from the Navy’s Maritime Mobile Fleet Command and the Marine Corps 9th Brigade will participate, along with chemical and biological reconnaissance vehicles and decontamination vehicles.
