포항시개발자문위원연합회도 지난 23일 성명을 내고 포스코 노사의 임금·단체협약 교섭 난항과 파업 가능성에 우려를 나타내며 조속한 합의를 촉구했다.

황진일 포항시개발자문위원연합회장은 “포스코 노사 관계의 안정은 지역경제와 시민의 삶에 직결되는 만큼 노사가 상생의 지혜를 모아 대화와 타협으로 조속히 합의점을 찾아주길 바란다”고 말했다.

연합회는 포스코가 지난 반세기 동안 포항의 성장과 함께해 온 지역경제의 중심이자 대한민국 철강산업을 이끌어온 핵심 기업인 만큼 노사 갈등이 장기화하면 피해가 포스코에만 그치지 않을 것이라고 했다.

글로벌 철강경기 침체와 공급과잉, 보호무역주의 강화 등 국내 철강산업을 둘러싼 대내외 여건이 어려운 상황인 만큼 노사가 서로의 입장을 이해하고 포항과 포스코의 미래를 위해 상생의 해법을 찾아야 한다는 것이다.

이에대해 해당 국장은 “포스코 노조의 파업 가능성이 제기되고 있는 상황의 엄중성을 충분히 인식하고 있으며, 관련 동향을 지속적으로 파악하고 있다”고 밝혔다.

이어 “휴가는 사전에 계획돼 있던 개인 일정에 따른 것이며, 파업 가능성이 제기된 이후에도 관련 부서와 실무진을 통해 상황을 공유하고 필요한 대응이 이뤄질 수 있도록 조치해 놓았다”며 “휴가로 인해 포항시의 대응 업무에 공백이 발생한 것은 아니다”고 설명했다.

특히 “포스코는 포항지역 경제와 고용, 협력업체 등에 미치는 영향이 큰 만큼 노사관계 동향을 예의주시하고 있다”며 “파업이 현실화될 경우 지역경제에 미칠 영향을 최소화하기 위해 관련 부서와 함께 필요한 대응 방안을 검토하고 있다”고 말했다.

그러면서 “담당 국장이 휴가 중이라는 사실만으로 시가 포스코 파업에 손을 놓고 있는 것처럼 비쳐지는 것은 사실과 다르다”며 “중요한 현안일수록 개인의 근무 여부와 관계없이 행정의 연속성이 유지되도록 대응체계를 갖추는 것이 원칙”이라고 강조했다.

또 “향후 파업 여부와 규모, 기간 등이 구체화될 경우 지역 소상공인과 협력업체, 근로자 등 지역경제에 미치는 영향을 종합적으로 살펴보고 포항시 차원의 대응책을 마련하겠다”고 밝혔다.
