[Break News Pohang] Reporter Park Young-jae = Pohang City, North Gyeongsang Province, is pursuing high-intensity self-rescue measures centered on the issuance of local bonds and a major organizational restructuring to address its deteriorating financial conditions.
On the 24th, Pohang City held a briefing at the City Hall briefing room, presided over by Park Jae-gwan, Director of the Bureau of Local Administration, and announced the "Plan for Financial Normalization and Organizational Restructuring."
Director Park stated on the day, "I am deeply sorry for causing concern to the citizens due to the grave financial situation," adding that "the city's finances are being pushed to the brink."
Pohang City's financial situation has been deteriorating over the past few years. While this year's budget of 3.088 trillion won represents a 21.8% increase from 2.5342 trillion won in 2022, the fiscal self-reliance rate fell from 27.0% to 19.99% during the same period.
Own revenue also decreased by 59.1 billion won, falling from 602.3 billion won to 543.2 billion won. On the other hand, the welfare budget increased by 38.9% from 765.3 billion won to 1.0629 trillion won, accounting for 39.1% of the total budget.
The outstanding balance of local bonds also surged from 67.9 billion won at the end of 2019 to 180 billion won at the end of 2022, and further to 289.8 billion won at the end of last year.
Pohang City explained that it has reached a point where it is difficult to meet financial demands solely through its own resources, as statutory and mandatory expenditures—such as welfare costs, personnel expenses, and matching national and provincial funds—are increasing every year, while local taxes and non-tax revenues remain stagnant.
In particular, the city analyzed that the financial burden was exacerbated by the financial matching costs for competitive projects pursued to secure national and provincial funds, as well as by operating and maintenance costs incurred following the expansion of large-scale facilities.
Accordingly, following the implementation of expenditure restructuring to reduce business promotion expenses and current expenses, the city has decided to re-examine all projects from scratch. The plan is to mandatorily cut current expenses, including general operating costs, travel expenses, and business promotion expenses, by 10%, and to decisively reorganize projects that are non-essential or have low performance.
In the second supplementary budget bill currently under review, the projected revenue for the general account is 14 billion won, while the requested expenditure is 78.21 billion won. The gap between revenue and expenditure amounts to 64.21 billion won. The city plans to secure the necessary funds by reducing current expenses and readjusting the timing of project implementation.
The issuance of local bonds will also be pursued within the minimum necessary scope. The scale of local bond issuance currently under review by the city is approximately 60 billion won. The major projects targeted include the construction of the Pohang International Exhibition & Convention Center (40 billion won), the establishment of a Hydrogen Fuel Cell Cluster (10 billion won), the creation of a sports park exclusively for amateur athletes (5 billion won), the construction of the Pohang Community Complex Facility (2 billion won), and the construction of the Hwanho Park Public Parking Tower (3 billion won).
In the case of the Pohang International Exhibition & Convention Center, the total project cost is 216.6 billion won, of which the city's share amounts to 168.6 billion won. As an additional 40 billion won in city funds is required this year, it has been included in the review for the issuance of local bonds.
For the Hydrogen Fuel Cell Cluster, the city's share of the total project cost is 36.16 billion won out of a total of 60.268 billion won, with 20.213 billion won in city funds to be invested this year.
To maintain essential projects directly related to citizen safety, the city has decided to issue the minimum amount of local bonds permitted by laws and financial indicators, while prioritizing debt repayment. In particular, starting in 2027 when revenue conditions are expected to improve, the plan is to prioritize the repayment of 80 billion won in local bonds and gradually reduce reliance on them. The policy also intends to leverage the potential increase of over 100 to 200 billion won in general grants to aid in fiscal normalization.
The financial management approach for national and provincial grant projects will also be changed. Moving away from simply judging performance based on the amount of national and provincial funds secured, the plan is to comprehensively review factors from the application stage, including the scale of future municipal matching funds, post-completion operating and personnel costs, and the scope of resident benefits.
Large-scale investment projects, grant projects, and construction projects for sports facilities and buildings in towns, townships, and districts that are already underway will also be re-evaluated for performance and redundancy; if necessary, the scale and timing of these projects will be adjusted.
Through this restructuring, the city plans to save or secure approximately 35 billion won in funds and reinvest them in sectors with high tangible impact on citizens, such as citizen safety, the recovery of the local economy, and investment in future industries. However, budget allocations will be prioritized for projects directly related to citizens' basic livelihoods, such as disaster safety, support for vulnerable groups, and the operation of essential facilities. The city also plans to prevent financial leakage by conducting a comprehensive review of welfare benefits to check for duplicate or fraudulent claims.
Along with fiscal normalization, organizational restructuring will also be pursued. Considering that the actual workforce is limited due to leave of absences and other factors out of the current authorized staffing of 2,343, Pohang City has decided to concentrate personnel on core functions and on-site locations that directly interact with citizens.
To this end, the city is reviewing the consolidation of similar and overlapping functions, the establishment of organizations to implement key campaign pledges, the reallocation of field personnel in Eup, Myeon, and Dong, and the separation of major divisions and the consolidation of minor divisions. The organizational restructuring is scheduled to be implemented in stages, starting with a precise diagnosis by a specialized agency, followed by the finalization of the restructuring plan, the amendment of ordinances, and implementation linked to regular personnel changes.
Director Park Jae-gwan stated, “Given the current financial conditions, issuing local bonds is unavoidable to cover statutory mandatory expenses and maintain essential projects for citizen safety, but we will limit it to the minimum necessary scope.” He added, “Together with the citizens who have rallied together during every moment of crisis, we will certainly overcome this financial crisis through high-intensity innovation.”
He further urged, “Please join forces once again so that financial normalization and organizational restructuring can lead to tangible changes in Pohang that citizens can experience.”
