North Gyeongsang Province Combines ‘Gyeongju Tourism’ and ‘Gyeongsan Beauty’ to Establish a Forward Base for K-Beauty Overseas Expansion

North Gyeongsang Province is setting out to create a new export ecosystem to target the global cosmetics market by linking local tourism resources with its manufacturing base.

North Gyeongsang Province announced on the 24th that it was selected as a finalist in the open call for the ‘2026 K-Beauty Export Hub Development Project,’ organized by the Ministry of SMEs and Startups. Accordingly, the province plans to establish a forward base for the K-Beauty industry by combining Gyeongju’s global recognition with Gyeongsan’s cosmetics infrastructure.

This project by the Ministry of SMEs and Startups is a collaborative effort between the public and private sectors to develop regional hubs frequented by foreign visitors into spaces for K-Beauty experiences, sales, and the pioneering of overseas markets.

North Gyeongsang Province received high marks for its unique model that interconnects Gyeongju’s abundant infrastructure for foreign tourists with Gyeongsan’s cosmetics manufacturing infrastructure. The project has put forward a "virtuous cycle inbound export model" as its core strategy, in which overseas tourists try and purchase products locally, and the data is immediately reflected in production and product improvement to facilitate overseas expansion.

This project will run for three years, from 2026 to 2028. A total project budget of 6.65 billion won is planned, including 4.5 billion won in state funding.

The project's base has been selected for the Hwangnidan-gil and Geumridan-gil areas in Gyeongju, which attract a high concentration of foreign visitors. New facilities will be established in this region, including permanent K-Beauty stores, experience-focused pop-up stores, global buyer consultation spaces, and local co-prosperity experience centers.

Visitors to these locations can experience a variety of beauty programs, such as AI-based skin condition measurement and personalized care services, as well as new product testing. Buyer consultations and promotions linked to distribution platforms will also be held periodically to raise the global awareness of promising local SMEs and emerging indie brands.

Gyeongsan will be responsible for product manufacturing and technical support. Based at the Global Cosmetic Business Center (GCBC) in Gyeongsan, the province plans to mobilize local universities, research institutes, and corporate networks to establish a comprehensive system encompassing customized formulation and product production, quality control, and support for export certification procedures.

In particular, the province plans to systematically analyze and utilize user experience (UX) data and purchasing patterns collected from offline locations. Through this, it aims to promote product advancement for companies and assist them in expanding domestic distribution networks as well as achieving global export results.

The convergence of cultural assets and beauty content is also a noteworthy aspect. Gyeongbuk Province will actively incorporate unique historical motifs of Gyeongju—such as the Silla gold crown, curved jade, and lotus flowers—into store interiors, cosmetic packaging designs, and marketing content. The vision is to secure a distinct identity from other regions by developing specialized designs and an integrated brand that embody the aesthetics of Silla culture. In addition, the plan is to significantly expand K-beauty experiential events in conjunction with representative regional festivals in Gyeongbuk that attract large numbers of foreign visitors, such as the Silla Culture Festival, and to advance the platform into a convergence hub where tourism and beauty create synergy.

Yang Geum-hee, Vice Governor for Economic Affairs of Gyeongsangbuk-do, stated, “With the confirmation of this public competition project, an optimal channel has been established for excellent local cosmetics companies to meet directly with overseas customers and buyers.” She added, “By combining Gyeongju’s strong tourism power with Gyeongsan’s high-tech industrial base, we will complete Korea’s representative global K-beauty forward base that leads from ‘experience to purchase to export.’”
